Mr. Dave Meyers Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road Tallahassee, FL 32399-2400

RE: Proposal to Conduct Year Three, 3rd and 4th Quarters of Operation & Maintenance

(O&M) Activities for a Soil Vapor Extraction System (June 2021 – November 2021)

Ponte Vedra Cleaners 152 A1A, Ponte Vedra Beach, St. Johns County, Florida FDEP FAC ID No: 55/9502117, ERIC_5404

Dear Mr. Meyers, Wood Environment & Infrastructure Solutions, Inc., (Wood) is pleased to provide this cost proposal and scope of work for the operation and maintenance (O&M) of the Soil Vapor Extraction (SVE) remediation system at the Ponte Vedra Cleaners site in Ponte Vedra Beach, Florida for the next two quarters (6 months) of operation covering the period from June to November 2021. Please find attached the Cost Estimate and related Level of Effort Spreadsheets to conduct the system O&M and monitoring for two quarters. The scope of work is discussed below.

Subtask 1 – Project Management This subtask includes all tasks associated with managing and scheduling the monthly O&M events at the Ponte Vedra Cleaners site and submitting quarterly deliverables.

Subtask 2 – Eleventh Quarter (Y3Q3) O&M (3 months – 6/21, 7/21 & 8/21) This subtask includes the level of effort for performing monthly system checks and maintenance to ensure proper operation of the remediation system. All gauges, meters, and probes will be checked and the necessary data recorded. Vacuum levels will be measured in the vapor extraction wells. The airflow rates will be measured in each of the vapor extraction wells. Water level measurements will be collected in select monitoring wells where vacuum readings are being recorded. The system performance will be optimized if needed. The SVE system influent (vapor treatment has been taken offline) will be sampled only during the August 2021 O&M event and analyzed for chlorinated volatile organic compounds (CVOCs) using USEPA Method TO15. Groundwater samples are not required as the SVE system does not recover water. After each monthly O&M visit, Wood will provide field notes, laboratory reports and the utility bill as a deliverable.

The antenna to the system modem was found to be severed on the outside of the trailer making it unable to receive daily system status and updates. This antenna needs to be replaced and will be addressed on the first O&M visit of this task assignment. The cost for the replacement antenna is $25.00 as quoted by the supplier.

Subtask 3 – Twelfth Quarter (Y3Q4) O&M (3 months – 9/21, 10/21 & 11/21) This subtask includes the level of effort for performing monthly system checks and maintenance to ensure proper operation of the remediation system.

The SVE system influent (vapor treatment has been taken offline) will be sampled only during the November 2021 O&M event and analyzed for chlorinated volatile organic compounds (CVOCs) using USEPA Method TO15. Groundwater samples are not required as the SVE system does not recover water.

During the November 2021 O&M event, Wood will also collect natural attenuation monitoring (NAM) groundwater samples from five micro-wells (MW-1I, MW-2I, MW-3S, MW-7I & MW-13I) for analysis of CVOCs using USEPA Method 8260B. Additionally, Wood recommends analyzing the groundwater samples collected from micro-wells MW-1I, MW-3S and MW-7I for natural attenuation parameters including total iron, ferrous iron, sulfate, sulfide, nitrate, nitrite, total organic carbon.

It is also recommended that Microseeps be utilized for these same three wells to be analyzed for the dissolved gases methane, ethene and ethane using USEPA Method RSK175.

After each quarter, the influent results will be evaluated to determine if it will be necessary to continue collecting these samples. If CVOCs are not detected in the influent samples, these samples may be eliminated in future O&M events. Wood will discuss any changes with the FDEP Project Manager before making any changes to the sampling schedule for air samples.

After each monthly O&M visit, Wood will provide field notes, laboratory reports and utility bills as a deliverable. After the November 2021 O&M visit, Wood will provide a Annual O&M Report that will summarize system operation during this period, including analytical results, equipment status and remediation system effectiveness. The report will include tabulated data in the O&M tables and will include a map of vacuum influence and soil vapor concentration data. The November 2021 Semi-Annual O&M Report will also document the NAM groundwater sampling results collected during the last O&M event of the twelfth quarter. The groundwater sampling component of the report will contain a summary of the analytical data, a site map illustrating analytical results, water level elevation information in a table and figure, and a summary of the findings.

Subtask 4 – Utilities 11th Quarter (Y3Q3) (3 months – 6/21, 7/21 & 8/21) Subtask 4 provides budget to cover the utility costs of system operation for the months of June 2021 through August 2021 (~$750.00 per month). The utility service is provided through Beaches Energy Services.

Telemetry charges for the next 6 months of service were included in the last task assignment.

Subtask 5 – Utilities 12th Quarter (Y3Q4) (3 months – 9/21, 10/21 & 11/21) Subtask 5 provides budget to cover the utility costs of system operation for the months of September through November 2021 (~$750.00 per month). The utility service is provided through Beaches Energy Services.
