About this file
This document is a Task Assignment Notification Form under Florida Department of Environmental Protection (FDEP) Contract No. HW552, a consolidated indefinite delivery vehicle for professional environmental services. The task assignment (DC035C) is issued to Professional Service Industries, Inc. (PSI), an Intertek company, and is managed by FDEP Environmental Specialist III Killian Talley. The work is being performed for the Fashion Cleaners site (ERIC_5245) located at 6602 Massachusetts Avenue, New Port Richey, Pasco County, Florida. The site is a former drycleaning facility that operated from 1978 to approximately 2007-2008 and has been identified as contaminated with perchloroethene (PCE).
The task assignment authorizes PSI to conduct a supplemental site assessment consisting of modified active gas survey (MAGS) testing and groundwater monitoring at five existing extraction points and three monitoring wells, respectively. The four subtasks include: (1) project management, (2) MAGS testing with vapor sample collection and analysis using EPA Method TO-15, (3) groundwater sampling and analysis from three existing wells using EPA Method 8260B, and (4) data evaluation and report development. The total fixed price for the task assignment is $19,901.59, with 165 labor hours budgeted across four subtasks. Invoicing is tied to deliverable milestones: $14,178.11 upon FDEP receipt and approval of field notes for MAGS and groundwater sampling (due 09/24/2021), and $5,723.48 upon FDEP receipt and approval of the Supplemental Site Assessment Report (due 10/29/2021). The period of performance extends through 01/28/2022. The contract is a fixed-price engagement with no retainage, completion fee of $1,391.04 included in the total, and associated costs for labor, travel, equipment, laboratory analysis, and investigation-derived waste disposal.

The Fashion Cleaners (Former) was located in the East Richey Square Shopping Center on the southeast corner of Massachusetts Avenue and Congress Street in New Port Richey, Pasco County, Florida. The Fashion Cleaner operated in the westernmost tenant space in the shopping center which currently houses a bar, the Home Saloon. Based on the FDEP records, drycleaning began at the facility in 1978 and utilized perchloroethene (PCE) as the drycleaning solvent. The drycleaner operated from 1978 to approximately 2007 or 2008. No drycleaning equipment remains on-site.
A Site Screening Report dated January 30, 1997 was submitted which identified PCE in a soil sample at 57 ug/kg (0.057 mg/kg) at a depth of 2.5 feet below land surface (bls) outside the back door of the facility.

FDEP – Fashion Cleaners PSI Project No. 0552-2982 PSI Proposal No. 0552-346991
The Department of Health (DOH) completed potable well surveys in 2004 and 2013, which indicates there are three PWS wells within one half mile of the site. According to the 2004 and subsequent 2013 well surveys, none of the three wells were sampled and were listed as inactive in both surveys. Two potable wells were listed in the 2004 survey with chloroform detected at low levels in the well at 6540 Corbin Lane and the well at 6541 Berea Lane exhibiting detections of trichloroethylene, 1,1-dichloroethylene and methylene chloride at concentrations below the Groundwater Cleanup Target Levels (GCTLs). In the 2013 survey, the 6541 Berea Lane well was not listed. The 6540 Corbin Lane well did not have detections of contaminants of concern in 2013.
PSI completed Site Assessment activities in November 2020 through February 2021, with a Site Assessment Report submitted in March 2021. The results identified low-level PCE concentrations (below SCTLs) within the 0.5-2 feet bls to 8-10 feet bls intervals from soil samples collected beneath the building and soil samples collected outside of the former drycleaning tenant space. Modified Active Gas (MAGs) testing was also conducted at five extraction locations which indicated PCE in all five air samples at concentrations ranging from 1.79 to 4.92 mg/m3, which exceeds the recommended action level of 1 mg/m3. The highest soil vapor PCE concentrations were detected in the samples collected from MAG003 (4.16 mg/m3) and MAG005 (4.92 mg/m3), both located inside the building near floor drains. The former location of the dry clean machine exhibited the lowest soil vapor PCE concentration among the test samples (MAG004, 1.79 mg/m3).
Three groundwater monitor wells were installed with screens from 27 – 37 feet (bls). The water table was measured at approximately 28 feet bls. Groundwater samples from the wells contained measurable concentrations of PCE, however, all results were below the GCTL. Of note, is that a groundwater well was not installed inside the building due to the ceiling height and depth to the water table which prevented manually installing a well.
The assessment data has delineated the low concentrations of soil and groundwater impacts in accordance with Chapter 62-780, FAC, but at levels below state of Florida Cleanup Target Level (CTL).
MAGs testing identified limited vadose zone impacts at levels above FDEP guidance criteria.
PSI recommends conducting a second MAGS test and groundwater sampling and analysis from the existing 3 wells to further evaluate the potential impact from drycleaning solvents at the Fashion Cleaners property.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting a MAGS and groundwater testing at the Fashion Cleaners. The results will be used to confirm current soil and groundwater quality conditions. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
PSI Proposal No. 0552-346991

The MAGS will be conducted to evaluate the extent of soil contamination and contaminant source identification. A regenerative blower and generator will be utilized to conduct the MAGs test. Flexible hose will be brought on-site to allow for the extraction of each MAGs point by the system. A high-speed peristaltic pump will be connected to the vapor sampling point to allow for continuous vapor screening with a MiniRAE 3000 OVA-PID or equivalent.
During each MAG point test, flow rate, well-head vacuum, and vacuum influence (measured from other MAG points, existing vacuum monitoring points and the horizontal SVE wells) will be measured at select time intervals.
The vacuum will be varied at the well head, starting from a low applied vacuum and incrementally increasing the vacuum. During each applied vacuum, the vapor flow rate will be measured for the purpose of determining the relationship of applied vacuum to flow rate. During this test, at each vacuum level, the vacuum influence will be measured from the nearby MAGs points to assess the Radius of Influence
(ROI).
Vapor samples will be collected using SUMMA® canisters for analysis of volatile organic compounds using EPA Method TO-15. It is anticipated that one vapor sample will be collected for each well head test. The sample will be at the end of the test.
PSI Proposal No. 0552-346991
