Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Annual Groundwater Sampling and Analysis and Report Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and reporting. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, fifteen (15) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, and management of investigative derived waste. Upon receipt of the groundwater analytical data, PSI will generate a Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations. IDW will be transported and disposed by Horizon Environmental as the lowest responsive and responsible bidder.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $8,104.58 with 61 labor hours.

Re: Proposal for Annual Groundwater Monitoring

Pure Cleaners (a.k.a. Cleaners 46), 954 West State Road 434

Longwood, Seminole County, Florida FDEP Facility ID No. 59 9601438 / ERIC_5494

Dear Mr. Talley:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to conduct annual Groundwater Monitoring for the Pure Cleaners (a.k.a Cleaners 46) at 954 West State Road 434, Longwood, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

Drycleaning operations at the Pure Cleaners began in the late 1970s or early 1980s. Based on documented impacts from the drycleaner, the facility was deemed eligible for acceptance into the Florida Drycleaning Solvent Cleanup Program in January 1997, and assessment activities commenced in July through October 1997. Contaminated sediments were excavated from a drainage ditch behind the drycleaners, and remediation was performed with Air Sparge/ Soil Vapor Extraction (AS/ SVE). The AS / SVE system operated for approximately 31 months and was deactivated. The business is still in operation as a drycleaner and the site has been under natural attenuation monitoring (NAM) since October 2002.

The most recent groundwater sampling event occurred in April 2019. The results of the sampling activities indicated concentrations of the contaminants of concern (COC) have steadily decreased mailto:Killian.Talley@dep.state.fl.us mailto:Killian.Talley@dep.state.fl.us

FDEP – Pure Cleaners (aka Cleaners 46) since 2011. Only one shallow well exhibited an exceedance of the VOH compounds in 2019 (vinyl chloride detected at 1.8 ug/L in MW014).

These results indicate the site may quality for an unrestricted closure if no detections of the contaminants of concern are found during the groundwater monitoring event.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to confirm current groundwater quality conditions. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets

2. Annual Groundwater Sampling and Analysis and Report

a. Mobilization to the site.

b. Collect groundwater elevation measurements from fifteen monitoring wells:

MW003, MW008, MW009, MW010, MW012, MW014, MW015, MW016,

MW017, MW018, MW019, MW020, MW026, MW029 and MW030.

c. Collect groundwater samples from fifteen monitoring wells and air sparge wells including:

i. shallow wells MW009, MW012, MW014, MW016, MW020, MW026, MW029 and MW030,

ii. Intermediate monitoring wells MW008, MW010, MW015, MW019,

iii. Air sparge wells AS004, AS006 and AS012.

d. Laboratory analysis of groundwater samples by a laboratory approved by the National Environmental Laboratory Accreditation Conference (NELAC). The samples will be analyzed for Volatile Aromatic Halocarbons, per EPA Method 8260.

e. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment.

f. Develop an Annual Groundwater Monitoring Report which will include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.

g. Input data into GIS tables and submit electronic files as the deliverable.

h. Develop ADaPT package as electronic deliverable.

i. Submit manifest to the Department for the IDW upon receipt

FDEP – Pure Cleaners (aka Cleaners 46)

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the above described services is shown on the attached Cost Estimate and Level of Effort sheet which includes the Natural Attenuation Monitoring Report deliverable. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW552, Bureau of Waste Cleanup Services, dated December 10, 2010. The groundwater sampling will be scheduled for March – April 2020 with a report submittal in June 2020.

PSI appreciates the opportunity to be of service to the FDEP. We look forward to working with you on this important project. If you have any questions, please feel free to contact us at (813) 886-1075.

Respectfully submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
