HW550 DC037C

Task Assignment authorizes PSI to conduct annual groundwater monitoring at the Coastal Cleaners site.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Annual Groundwater Sampling and Analysis and Report Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and reporting. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, sixteen (16) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, and management of investigative derived waste. Upon receipt of the groundwater analytical data, PSI will generate a Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations. IDW will be transported and disposed by Petrotech Southeast as the lowest responsive and responsible bidder.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $10,928.36 with 78 labor hours.

PSI may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Re: Proposal for Groundwater Monitoring

Coastal Cleaners 2166 Main Street Dunedin, Pinellas County, Florida 34698 FDEP Facility ID# 52/9500686 / ERIC_5272

Dear Mr. Talley:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to conduct Groundwater Monitoring for the Coastal Cleaners, at 2166 Main Street, Dunedin, Pinellas County, Richey, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

The Coastal Cleaners is located at 2166 Main Street, in the Coastal Plaza Shopping Center on the northeast corner of Main Street (State Road 580) and Heather Ridge Boulevard, in Dunedin, Pinellas County, Florida. The Coastal Plaza Shopping Center is roughly shaped like a “L” with the cleaners occupying the elbow of the “L”. The cleaner is in an end tenant space with a drive-through window which is covered with overhead canopy and is adjacent to the drycleaners.

The Coastal Cleaners began drycleaning operations utilizing PCE in December 1991 or February 1992. The drycleaner is still in business but switched from a Miraclean 35 pound Dry-to-Dry machine to a Union L 840 U2000 unit in 2004 and included secondary containment. The drycleaner now uses a DF 2000 unit which is a non-PERC unit.

mailto:Killian.Talley@dep.state.fl.us

FDEP – Coastal Cleaners

A Site Screening Report, from June 1996, was conducted which identified PCE in three soil samples at 6.8 mg/kg, 1.24 mg/kg and 8.2 mg/kg, all surrounding the dryclean machine. The Screening Report also listed a potable water supply well located within one mile of the site, identified as Well No. 6 for the City of Dunedin, with a permitted capacity of >100,000 gallons per day. The site became eligible for DSCP in March 1998.

A petroleum program site is located within the Coastal Plaza Shopping Center, Coastal Plaza, Facility ID 52/8515358 which has documented groundwater and soil contamination. The site is under active remediation using air sparge / soil vapor extraction (AS/SVE) and includes numerous monitoring wells (over 40 shallow and intermediate / deep wells).

The PSI prepared a Site Assessment Work Plan on January 17, 2020 and initiated Site Assessment activities in April 2020 which revealed low levels of VOH compounds in the groundwater at the site. Nineteen of the petroleum assessment wells were sampled and analyzed for VOHS by PSI in April 2020 which revealed low levels of VOH compounds in the intermediate and deeper wells.

Additional intermediate and deep wells were then installed by PSI.

Elevated concentrations of air samples collected during the MAGS study (33.9 mg/m3, 11.8 mg/m3, 10.6 mg/m3, 1.02 mg/m3, 0.606 mg/m3 and 0.124 mg/m3) in April and May 2020 revealed a significant contaminant mass under the building, near the former PCE dryclean machine. The Site Assessment was completed and approved by the Department in January 2021.

PSI has recommended SVE technology as a Presumptive Remedy to address the soil contamination at the Coastal Cleaners site and an Interim Source Removal Plan was submitted in February 2021.

In order to keep this project moving forward and ultimately towards closure, PSI is proposing a monitoring event to evaluate groundwater quality conditions at the dryclean facility.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to confirm current groundwater quality conditions. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets

2. Annual Groundwater Sampling and Analysis and Report

a. Mobilization to the site.

b. Collect groundwater elevation measurements from seventeen (17) monitoring wells:

MW001A, MW001B, MW001C, MW002A, MW002B, MW002C, MW003B,

MW003C, MW006C, MW007A, MW008C, MW009C, MW038, IMW41I, IMW-42I,

MDW-29, and MDW-20.

c. Collect groundwater samples from sixteen (16) monitoring wells including:

i. shallow wells MW001A, MW002A, MW007A (inside building)

ii. Intermediate monitoring wells MW001B, MW002B, MW003B, IMW-41I, IMW-42I

iii. Deep wells MW001C, MW002C, MW003C, MW006C, MW008C, MW0090C, MDW-29, MDW-20

d. Laboratory analysis of groundwater samples by a laboratory approved by the National Environmental Laboratory Accreditation Conference (NELAC). The samples will be analyzed for Volatile Aromatic Halocarbons, per EPA Method 8260.

e. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment.

f. Develop an Annual Groundwater Monitoring Report which will include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.

g. Input data into GIS tables and submit electronic files as the deliverable.

h. Develop ADaPT package as electronic deliverable.

i. Submit manifest to the Department for the IDW upon receipt.
