This document is a Task Assignment Notification Form under Florida Department of Environmental Protection (FDEP) Contract No. HW552, a Bureau of Waste Cleanup Consolidated Services contract dated December 10, 2010. The task assignment authorizes Professional Service Industries, Inc. (PSI), an Intertek company, to perform environmental remediation design services for the Coastal Cleaners facility located at 2166 Main Street, Dunedin, Pinellas County, Florida (FDEP Site No. ERIC_5272). The contract manager is Killian Talley of FDEP, and the contractor representative is Nana Westmark of PSI.
PSI is authorized to prepare an Interim Source Removal Work Plan (ISRWP) using soil vapor extraction (SVE) technology to address volatile organic compound contamination in soil at the drycleaning facility. The task consists of two subtasks: Project Management and preparation of the ISR Plan, which includes system design calculations, technical figures, equipment specifications, operations and maintenance schedules, cost estimates, and implementation timelines. The total task assignment value is $9,454.47, based on 83 direct labor hours with an overhead rate of 170.96 percent. Invoicing occurs upon FDEP receipt and approval of the Interim Source Removal Work Plan, with a final deliverable due date of November 27, 2020, and execution through March 12, 2021. The task assignment type is Fixed Price, with no retainage, cost reimbursement, or fixed fee components beyond the stated total value.

Re: Proposal for Interim Source Removal Plan
Coastal Cleaners 2166 Main Street Dunedin, Pinellas County, Florida 34698 FDEP Facility ID# 52/9500686 / ERIC_5272
Dear Mr. Talley:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to design a Soil Vapor Extraction System as an Interim Source Removal for the Coastal Cleaners, at 2166 Main Street, Dunedin, Pinellas County, Richey, Florida. Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
The Coastal Cleaners is located at 2166 Main Street, in the Coastal Plaza Shopping Center on the northeast corner of Main Street (State Road 580) and Heather Ridge Boulevard, in Dunedin, Pinellas County, Florida.
The Coastal Plaza Shopping Center is roughly shaped like a “L” with the cleaners occupying the elbow of the “L”. The cleaner is in an end tenant space with a drive-through window which is covered with overhead canopy and is adjacent to the drycleaners.
The Coastal Cleaners began drycleaning operations utilizing PCE in December 1991 or February 1992. The drycleaner is still in business but switched from a Miraclean 35 pound Dry-to-Dry machine to a Union L 840 U2000 unit in 2004 and included secondary containment. The drycleaner now uses a DF 2000 unit which is a non-PERC unit.
FDEP – Coastal Cleaners
A Site Screening Report, dated June 18, 1996, was conducted which identified PCE in three soil samples at 6.8 mg/kg, 1.24 mg/kg and 8.2 mg/kg, all surrounding the dryclean machine. The Screening Report also listed a potable water supply well located within one mile of the site, identified as Well No. 6 for the City of Dunedin, with a permitted capacity of >100,000 gallons per day. The site became eligible for DSCP in March 27, 1998.
A petroleum program site is located within the Coastal Plaza Shopping Center, Coastal Plaza, Facility ID 52/8515358 which has documented groundwater and soil contamination. The site is under active remediation using air sparge / soil vapor extraction (AS/SVE) and includes numerous monitoring wells (over 40 shallow and intermediate / deep wells).
The PSI prepared a Site Assessment Work Plan on January 17, 2020 and initiated Site Assessment activities in April 2020 which revealed low levels of VOH compounds in the groundwater at the site. Nineteen of the petroleum assessment wells were sampled and analyzed for VOHS by PSI in April 2020 which revealed low levels of VOH compounds in the intermediate and deeper wells. Additional intermediate and deep wells were then installed by PSI.
Elevated concentrations of air samples collected during the MAGS study (33.9 mg/m3, 11.8 mg/m3, 10.6 mg/m3, 1.02 mg/m3, 0.606 mg/m3 and 0.124 mg/m3) in April and May 2020 revealed a significant contaminant mass under the building, near the former PCE dryclean machine. We recommend SVE technology as a Presumptive Remedy to address the soil contamination at the Coastal Cleaners site.
Therefore, PSI is proposing to design a Soil Vapor Extraction System to reduce contamination at the dryclean facility.
PROPOSED SCOPE OF WORK
This proposal consists of preparing the Interim Source Removal Plan using Soil Vapor Extraction at the referenced site.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Interim Source Removal Plan (ISR Plan)
The design of the ISR will address VOH concentrations in the soil and will not directly address groundwater quality. The presumptive remedy for remediation of impacted soil at the Coastal Cleaners is soil vapor extraction, based on previous experience, feasibility, implementability, reliability, operations and maintenance (O&M) requirements, and cost.
FDEP – Coastal Cleaners
Calculations will be generated to determine the design, construction details and specifications of the system (number of SVE wells, radius of influence, estimated time to cleanup, etc). Figures will include site plan and trench details, SVE cross sections, treatment system layout, piping and instrumentation diagrams (P&ID), electrical detail, equipment list, and any other components of the remediation system as necessary. The ISR Plan will evaluate and provide recommendations on the use of the existing equipment available from other sites.
The SVE design will include a summary of the MAGS survey. The report will include pertinent information to include a detailed description of the remedial system, operation details, start-up testing, site schedule for O&M, tables summarizing proposed samples and analysis, and itemized cost estimates for project capital, and the implementation schedule. The design will be signed and sealed by a Florida Registered Engineer in accordance with Chapters 471, Florida Statues. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.
PSI will review the available BWC remediation equipment from FDEP-owned equipment list and select an SVE system that will meet the design criteria of the Interim Source Removal Plan. We anticipate coordinating with the storage facility so that we can test run the system to evaluate its operating capability.
COST ESTIMATE AND SCHEDULE
The estimated cost to prepare the ISR Plan is shown on the attached Cost Estimate and Level of Effort. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW552, Bureau of Waste Cleanup Consolidated Services, dated December 10, 2010. We anticipate approximately 7 to 9 weeks from written authorization in order to submit the ISR Plan, and approval of the Site Assessment Report (currently in development).
PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.
Respectfully submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
