Re: Proposal for O&M, Groundwater Monitoring and Report

Main Street (Current Courtesy Cleaners on Main) 1679 Main Street Sarasota, Sarasota County, Florida

FDEP Facility ID No. 58 9500336 / ERIC_5423 PSI Project No. 05521366

Dear Mr. Talley:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services, documentation of the remediation system performance with the development of one Remedial Action System Status Report, and Annual Groundwater Monitoring for the former Main Street Cleaners located at 1679 Main Street, Sarasota, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

The former Main Street Cleaners (now known as Courtesy Cleaners on Main) is a pickup/drop-off drycleaning business in Sarasota, Florida. The former Main Street Cleaners was accepted in the State of Florida Drycleaning Solvent Cleanup Program in May 1997 and received a priority list scoring of 112. The subject site is located at 1679 Main Street, on the north side of Main Street, approximately 700 feet east of the intersection of Main and Orange Avenue and within the downtown area of Sarasota. The subject site houses a standalone building that abuts a building immediately adjacent to the east.

FDEP – Main Street Cleaners

O&M

The subject property was a former gasoline service station from 1930s until 1976. The building is remodeled, but the canopy, pump island, and former service bays are still visible.

The former Main Street Cleaners property is owned by the First Baptist Church of Sarasota, who also owns the property to the west across King Court, where the main sanctuary building is located. A pre-kindergarten school is located at the church property directly north of the drycleaner building.

The Limited Site Assessment / Interim Source Removal Plan conducted under the Drycleaning Solvent Cleanup Program identified perchloroethene drycleaning solvent in vadose zone soils and shallow groundwater on-site. A remedial strategy for the unsaturated zone soil consisting of an SVE system was designed and implemented. The SVE system start-up occurred in August 2015.

Since that time the SVE system has been operational. Several shutdown episodes have occurred which shows a contaminant mass remains on the property. The data revealed the levels had rebounded and the system has been since re-started.

A Limited Site Assessment Addendum identified low levels of PCE and TCE south of and downgradient of Main Street Cleaners. Additional Assessment in 2018 was conducted to further refine the groundwater contamination plume. The recently installed monitor wells are in front of the building where previous high levels of the contaminants of concern were detected (direct screen points), the rear parking area of the First Baptist Church administrative building and an alley located south of Main Street. An Off-Site Notice of Contamination was filled January 2020 due to elevated concentrations of VOHs from the former Main Street Cleaners onto property to the southwest.

As the SVE system continues to show contaminant mass recovery, PSI recommends continuing the O&M for an additional 6 months, along with the annual groundwater monitoring.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of monthly O&M events, groundwater monitoring, and one Remedial Action System Status / Groundwater Monitoring Report deliverable for the existing SVE system.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

O&M

2. Three Months of O&M (First Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site monthly.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system effluent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Utilize supplemental measures to help clear the SVE lines of water.

f. Collect quarterly system air samples for influent, effluent, and select SVE wells for analyses by Method TO-15 by a National Environmental Laboratory Accreditation Conference (NELAC)- approved laboratory.

g. Document system readings in the site-specific O&M checklist; this checklist also serves as the deliverable.

h. Perform air injection on a limited basis in select interior wells.

The Level of Effort is detailed in Subtask 2.

3. Three Months of O&M (Second Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site monthly.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system effluent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Utilize supplemental measures to help clear the SVE lines of water.

f. Collect quarterly system influent and effluent for air analyses by Method TO-15 by a National Environmental Laboratory Accreditation Conference (NELAC)-approved laboratory.

g. Document system readings in the site-specific O&M checklist; this checklist also serves as the deliverable.

h. Perform air injection on a limited basis in select interior wells.

The Level of Effort is detailed in Subtask 3.

O&M

4. Utilities for remediation system operation

PSI used the previous utility costs from this system as well as similar equipment at other sites as a basis for the utility costs, as detailed in Level of Effort Subtask 4. We are currently cycling the system to run approximately 50% and anticipate the system to continue at a 50% duty cycle.

5. Annual Groundwater Sampling and Analysis

PSI will conduct groundwater sampling and analysis of the existing monitoring well network to evaluate groundwater quality at the drycleaning facility. The groundwater monitoring will consist of the following activities:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of monitor wells.

c. Collect groundwater samples from the following monitor wells:

i. Shallow wells:

MW002S, MW003S, MW005S, MW006S, MW008S, MW009S, MW010S.

ii. Intermediate Wells:

MW003I, MW005I, MW006I.

iii. Deep Wells:

MW003D, MW008D, MW009D, MW010D.

d. Submit groundwater samples to a NELAC approved laboratory for analysis of VOHs via EPA Method 8260.

e. Development of GIS tables and deliverable,

f. Development of ADaPT package deliverable.

The Level of Effort is detailed in Subtask 5.

The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring is limited to purge water from the monitoring wells which will be put into the existing polytank and stored on-site.

Conclusions and recommendations will be made, which will include any modifications to the proposed annual groundwater sampling event. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient endpoints.

O&M

6. RASS and Groundwater Monitoring Report

A Remedial Action System Status / Groundwater Monitoring Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance, as well as include current groundwater elevation maps and current groundwater quality data. Vapor sampling results will be tabulated and submitted in the report.

The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program. The report will also include the system shutdown procedures and data collected and analyzed.

Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.

The Level of Effort is detailed in Subtask 6.
