About this file
This Task Assignment Notification Form (HW552 DC019J) is issued by the Florida Department of Environmental Protection (FDEP) to authorize Professional Service Industries, Inc. (PSI), an Intertek company, to conduct annual groundwater monitoring services at the Touch of Quality Cleaners site located at 1128 Sterling Street, Inverness, Citrus County, Florida. The assignment falls under the FDEP's HW552 Bureau of Waste Cleanup Consolidated Services contract dated December 10, 2010. The FDEP Contract Manager is Killian Talley, with Nana Westmark serving as the Contractor Representative for PSI.
The scope of work consists of three subtasks: project management, annual groundwater sampling and analysis, and report preparation. Specific activities include collecting groundwater elevation measurements from 15 monitoring wells, field parameter stabilization testing, sampling eight groundwater wells for volatile organic compound analysis via EPA Method 8260B, waste management for investigative derived waste, development of GIS tables and ADaPT packages, and preparation of a comprehensive groundwater monitoring report with conclusions and recommendations. The total task assignment value is $7,161.24 on a fixed-price basis with no retainage. The work comprises 57 labor hours and is scheduled for completion between February and March 2021, with the final Groundwater Monitoring Report and GIS/ADaPT deliverable due June 25, 2021. Payment is contingent upon FDEP receipt and approval of the groundwater monitoring report. Services are governed by the existing DEP Contract No. HW552 terms and conditions.

HW552 DC019J
Task Assignment authorizes PSI to conduct annual groundwater monitoring at the Touch of Quality Cleaners site.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Annual Groundwater Sampling and Analysis Subtask includes costs and labor for PSI to conduct groundwater sampling along with analysis and waste management. Field event will be comprised of the following activities; collection of depth to water will be measured from site monitoring wells, field parameters for geochemical data, eight (8) groundwater samples for analysis of volatile organic compounds via EPA Method 8260B, and management of investigative derived waste. IDW will be transported and disposed by Petrotech Southeast as the lowest responsive and responsible bidder.
Subtask 3: Reporting Upon receipt of the groundwater analytical data, PSI will generate a Natural Attenuation Groundwater Monitoring Report outlining and describing the field event, procedures, and analytical results. The report will also provide conclusion and recommendations.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $7,161.24 with 57 labor hours.
PSI may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Re: Proposal for Annual Groundwater Monitoring
Touch of Quality Cleaners 1128 Sterling Street Inverness, Citrus County, Florida 34450
FDEP Facility ID# 099501401 / ERIC_4254
Dear Mr. Talley:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide groundwater sampling and analysis services for the Touch of Quality Cleaners at 1128 Sterling Street, Inverness, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
PCE drycleaning operations began August 1, 1989 at the Touch of Quality Cleaners. In July 1997, the FDEP received the application for the Drycleaning Solvent Cleanup Program for the Touch of Quality Cleaners which was determined to be eligible for state funded cleanup in January 1999. The drycleaner business has recently ceased drycleaning operations on site and the equipment has been moved. The business now operates as Pronto Cleaners and is a drop-off only business.
In August 1999, WRS completed assessment work at the Touch of Quality Cleaners and recommended SVE for soil remediation and dual-phase extraction (DPE) for the groundwater remedy. In June 2001, the Remedial Action Plan was submitted and the DPE commenced operations in April 2002.
A Remedial Action Plan Modification Two, Revision I (consisting of adding more SVE wells) was submitted in January 2008 which was subsequently approved in February 2008. Then in March 2008, the dual phase mailto:Killian.Talley@FloridaDEP.gov
FDEP – Touch of Quality Cleaners PSI Project No. 0552628 PSI Proposal No. 0552-323443 recovery system was turned off due to low recovery rates (estimated at 1.35 lbs of VOCs). The system was removed from the site and scrapped in January 2012.
Groundwater monitoring has been conducted at the site since 2008. The groundwater monitoring was previously conducted with passive diffusion bag (PDB) samplers which have proven to be successful in evaluating groundwater quality conditions. Based on the 2018 sampling event where standard sampling protocols were used, PDBs appear to produce laboratory results lower than those produced by standard sampling protocols. Nevertheless, since the VOH concentrations are close to GCTLs and the state requires standard sampling procedures to achieve site closure, PSI recommended switching from PDBs to standard sampling protocols for monitoring in the future.
As the site has been converted from an active drycleaning plant to a drop off- location, confirmation soil sampling and a MAGS study was performed in May 2019. The results revealed that although soil analytical samples at seven locations indicated no SCTL exceedances, the air samples from the MAGS survey were elevated, (PCE was detected in all seven air samples at concentrations ranging 2.83 to 3.93 mg/m3). The highest soil vapor PCE concentrations were detected in the samples collected from the exterior extraction wells (MAGS005, MAGS006 and MAGS007), all located behind the facility.
During the most recent groundwater sampling event, conducted in July 2020, results revealed that chlorinated solvents remain above CTLs in the groundwater beneath the site. Sampling and analysis are recommended to continue the annual groundwater monitoring program.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting groundwater sampling and analysis along with a report deliverable. The results will be used to confirm current groundwater quality conditions.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets
2. Annual Groundwater Sampling and Analysis
a. Mobilization to the site
b. Collect groundwater elevation measurements of 15 monitor wells.
c. Collect field stabilization parameters prior to sampling for pH, turbidity, conductivity, ORP, temperature, DO and color.
d. Collect groundwater samples from the following monitor wells:
FDEP – Touch of Quality Cleaners PSI Project No. 0552628 PSI Proposal No. 0552-323443
MW001 IMW007
MW002 MW008
MW005 IMW009
MW006 DRW004
e. Collect an additional sample from the IDW drum for waste characterization
f. All purge water will be containerized in a 55-gallon drum and staged for later pick-up once analytical results have been received from the lab.
g. Submit samples to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260.
h. Development of GIS tables and deliverable.
i. Development of ADaPT package deliverable.
j. Arrange for transport and disposal of the IDW by an approved waste management firm at an approved facility. PSI will sign manifests on behalf of the FDEP. A copy of the manifest will be provided once the final signed manifest has been received from the waste management firm.
k. Evaluation of data and provide report deliverable which will include tables and maps of recent analytical results, and recommendations on the next appropriate course of action.
