Re: Proposal for 6 Months O&M, RASS Report Haines City Quality Cleaners

511 Haines City Mall Haines City, Polk County, Florida

ERIC_5357

Dear Ms. Jean-Baptiste:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services, and documentation of the remediation system performance with the development of one Remedial Action System Status Report, for the former Haines City Quality Cleaners. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

The Haines City Quality Cleaners operated at the current tenant space inside the Haines City Mall starting in 1984. The name of the cleaners at that time was Smith Cleaners who has since moved to a separate location in the mall and reportedly within the footprint of the current Publix supermarket.

The name of the drycleaners was changed to Haines City Quality Cleaners in August 1985, which operated until July 1997 when the drycleaning business moved across the street. The tenant space that is designated as Haines City Quality Cleaners in the Drycleaning Solvent Cleanup Program is mailto:Walsta.Jeanbaptiste@FloridaDEP.gov

FDEP – Haines City Quality Cleaners, O&M

Suite 1F of the Haines City Mall which is currently is occupied by an Enterprise Car Rental facility and has remained since September 1998.

The FDEP tasked AECOM in 2016 to perform site assessment activities to identify the potential sources of drycleaning solvents that may impact the soil and groundwater quality, delineate the horizontal and vertical extents of impacts, characterize site lithology, and determine site specific aquifer characteristics to assist with transport modeling and possible remedial design. The assessment was performed between February 2017 and July 2018. The soil assessment indicated that no dry-cleaning chlorinated contaminants of concern were detected above SCTLs in any soil samples collected.

Groundwater assessment indicated chlorinated compounds above Groundwater Cleanup Target Levels (GCTLs) in several depth intervals as measured with direct push technology and a mobile lab. Eleven monitor wells were installed to delineate the groundwater impact from the former drycleaner which were installed to depths of 15, 35, and 45 feet bls and one deep monitor well (MW009) was installed to 75 feet bls.

A Modified Active Gas Sampling Study (MAGS) was also conducted as a part of the site assessment which revealed relatively low levels of PCE in the soil. Based on the MAGS tests, the site was suitable for soil vapor extraction technology to address the on-site contaminants. An Interim Source Removal Plan (ISRP) was prepared and submitted by AECOM in May 2019 to address the VOHs in the vadose zone.

The SVE system was constructed from June to July 2021 and started up on September 10, 2021.

Due to contractor change, PSI will take over the Operations and Maintenance (O&M) of the SVE system at the subject site. It is our understanding the AECOM will provide tables, CAD and GIS drawings to PSI.

Therefore, PSI is proposing to proceed with monthly O&M services at the Haines City Quality Cleaners.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of six, monthly O&M events, and one Remedial Action System Status Report evaluating the SVE operation.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Contractor Change Over / File Review

PSI will review available documents and reports from OCULUS and FDEP files on order to become familiar with site conditions and history and conduct a site visit. We will also obtain Excel tables and CAD / GIS drawings of the site. We will also work with the former FDEP DSCP Contractor (AECOM) and the appropriate power company to change the existing utilities account to PSI.

Additionally, the Sensaphone account will also require change over to the new DSCP contractor.

3. Three Months of O&M (First Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site monthly.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system effluent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Collect quarterly system air samples for influent/effluent and select SVE wells for analyses by Method TO-15 by a National Environmental Laboratory Accreditation Conference (NELAC)-approved laboratory.

f. Obtain groundwater elevation measurement from monitoring well in close proximity to the SVE system.

g. Document system readings in the site-specific O&M checklist.

The Level of Effort is detailed in Subtask 3.

4. Three Months of O&M (Second Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site monthly.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system effluent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Collect quarterly air samples for influent/effluent for analyses by Method TO-15 by a

National Environmental Laboratory Accreditation Conference (NELAC)-approved laboratory.

f. Obtain groundwater elevation measurement from monitoring well in close proximity to the SVE system.

g. Document system readings in the site-specific O&M checklist.

The Level of Effort is detailed in Subtask 4.

5. RASS Report

A Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance. Vapor sampling results will be tabulated and submitted in the report. The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program.

Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.

The Level of Effort is detailed in Subtask 5.

6. Utilities for remediation system operation

PSI used previous utility costs from similar equipment at other sites as a basis for the utility costs, as detailed in Level of Effort Subtask 6. We propose to operate the SVE system at 100%, for the first 6 months of operation.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the O&M and development of a RASS Report is shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW552, Bureau of Waste Cleanup Consolidated Services, dated December 10, 2010.

The O&M will start in January 2022 and continue through June 2022, and the Remedial Action System Status Report will be submitted at the end of July 2022. This schedule is contingent on power company and Sensaphone switch out from the current DSCP contractor to the new contractor.

PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.

Respectfully submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
