About this file

This is a Procurement Justification Form from Central Management Services (CMS) for a one-time purchase of maintenance and repair parts for air quality monitoring equipment. The procurement involves an annual acquisition of parts needed for preventative maintenance on various types of monitors throughout the state's monitoring network, as required by the U.S. Environmental Protection Agency (USEPA). The parts are procured near the end of the ozone season each year to support both scheduled maintenance activities and repairs for equipment failures encountered during normal operations. The estimated contract value is $43,780, and the method of procurement is sole source procurement.

The procurement is being conducted as a sole source acquisition with a BEP (Business Enterprise Program) goal established. The current need is being met through an existing procurement process whereby the agency maintains a small inventory of necessary parts to ensure timely maintenance and repairs of monitoring equipment. Without maintaining this inventory, the agency would be unable to perform required preventative maintenance and address equipment failures in a timely manner, which would result in non-compliance with EPA requirements and potential service interruptions to the monitoring network.

Objective & Economic: This procurement is for the purchase of maintenance and repair parts for the various types of monitors throughout our network. These monitors are required by USEPA to have preventative maintenance performed on an annual basis, and some require additional repairs due to failures during the course of normal operation. This maintenance and the various repairs cannot be effected on a timely basis without maintaining a small inventory of parts need for these purposes.
