About this file

This image is a photograph documenting the cleanout installation for restroom and sink facilities at Flood Park, supporting the San Mateo County Parks Department's Restroom A Sewer Line Replacement project. The image shows the excavated area and cleanout connection point where the new sewer line will be installed to serve the adobe building's toilet and sink facilities and the public restroom containing two sinks, four toilets, and two urinals. The project involves replacing approximately 130 linear feet of failing 6-inch vitrified clay pipe with new HDPE or PVC SDR 35 pipe using either directional boring or open trench methods, with work to be completed within 60 days from the start date, Monday through Friday between 7:00 AM and 5:00 PM. A non-mandatory pre-proposal meeting is scheduled for January 29, 2026 at 10:00 AM at Flood Park, with a deadline for questions and contract exceptions of February 4, 2026 at 5:00 PM, and proposals due electronically by February 12, 2026 at 5:00 PM. The contract term is one year.

Evaluation shall be based on price as the sole criterion, with the County of San Mateo's Procurement Preference for Local Businesses Ordinance providing preferences to local businesses and non-profits, including an additional 3 percent preference for small businesses or small non-profits and 5 percent for micro businesses or micro non-profits. Proposers must have provided similar services for at least four years within the last seven years, confirm non-debarred status in SAM.gov, and maintain a valid UEI number. All work must comply with California Plumbing Code, ASTM standards, and OSHA safety regulations, as well as prevailing wage requirements and the County's Living Wage Ordinance. Contractors are required to maintain workers' compensation insurance with statutory coverage, general liability insurance of $1,000,000, motor vehicle liability insurance of $1,000,000, and professional liability insurance of $1,000,000, naming the County as an additional insured. The specific award value or budget range is not disclosed; however, the County has provided contract templates for both agreements exceeding $200,000 and those under $200,000, suggesting the project value may fall within either range pending final award determination.
