About this file

This is a project specification document for a chilled water valve replacement project at the Minneapolis Air Route Traffic Control Center (ARTCC) for the Federal Aviation Administration (FAA). The project involves replacing two chilled water flow control valves (FCVs) serving Chillers 100 and 200 in the Control Wing Basement Chiller Plant, and one condenser water flow control bypass valve in the Cooling Tower Yard. The specific work includes following facility chiller shutdown procedures, performing lockout/tagout of electrical circuits, removing and replacing valves with new components, installing valves according to manufacturer instructions, testing for leak-free installation, and returning chillers to service.

The specification document provides comprehensive technical details about the valve replacement, including installation requirements, facility operational considerations, and specific procedural steps. The project requires careful coordination with FAA personnel, as the ARTCC is a 24/7 operating facility. The contractor must maintain facility operations with minimum disruption, follow precise installation procedures, and ensure all valves are properly tested and functional. The project is part of a larger set of renovation efforts at the Minneapolis ARTCC, with an estimated price range between $400,000-$500,000, and is open to all capable firms registered in the System for Award Management (SAM).

Scope of Work: These specifications, together with the referenced specifications, standards, and drawings specified in the contract documents, covers the requirements for all work associated with the replacement of the Flow Control Valves (FCV) serving Chiller 100 and 200 in the Control Wing Basement Chiller Plant, and the Flow Control Bypass Valve for the cooling tower in the Cooling Tower Yard at the Minneapolis Air Route Traffic Control Center (ARTCC) in Farmington, Minnesota.

The Work includes, but is not limited to:

1. Replace Two (2) Chilled Water FCV and One (1) Condenser Water FCV:

a. Follow facility Chiller (CH) shutdown and isolation procedures and take affected CH out of service. Coordinate work with facility through the FAA COR.

b. Provide Lockout/Tagout (LOTO) of all affected electrical power circuits and control wiring circuits of Chiller and valve.

c. Remove and replace with new 2 Chilled Water Flow Control Valve and Actuators, and one Bypass Condenser Water Flow Control Valve. (Note: Do not dispose of valve bodies. The FAA (facility) to use the two spare parts kit in rebuilding two valves for spares.)

d. Install valves according to manufacturer instructions. Test functionally and ensure leak-free installation. The addition or removal of hydronic piping may be necessary to ensure a proper fit. Weld on new flanged connections to accept new FCV if existing pipe is modified.

e. Return Chiller into service. Coordinate work with facility through the FAA COR.

Follow facility procedure for returning Chiller into service.

f. Repeat procedure above for the one remaining identified Chiller FCV and one Cooling tower bypass FCV.

B. Existing Facility Operations: The ARTCC is a 24-hour, 7-day-per-week operating facility occupied by Air Traffic and Airway Facilities personnel. It will be necessary for the Contractor to schedule and plan all work and coordinate all work with the Contracting Officer's Representative (COR) so that normal facility operations may continue with minimum disruption or interference.

Air Traffic employees are those FAA employees responsible for Air Traffic Control at the facility. Airway Facilities employees are those FAA employees responsible for the maintenance of the building and the equipment within the facility.

C. Intent of Specifications: All material, labor and equipment required to perform the work shall be furnished by the Contractor. All work shall be accomplished by experienced workers in

GENERAL REQUIREMENTS 01 10 00 - 2
