About this file
This document is Amendment 0002 to solicitation 697DCK-26-R-00062, issued by the Federal Aviation Administration's Regional Acquisitions office (AAQ-500) in College Park, Georgia. The amendment extends the proposal due date to February 17, 2026 at 5:00 PM Eastern time and provides clarifications through a question-and-answer section addressing contractor inquiries regarding the project scope.
The questions and answers address facility support, project specifications, and technical requirements for what appears to be mechanical and HVAC system work. Key clarifications include: the facility will provide electrical power to contractors without charge; contractors must provide their own temporary restrooms; the FAA will not provide office space; drawing ZMP-MSP-E-5896-A02R is included in project documents; local Schneider electrical controls contractors may be used; roof work must be completed by certified installers with no existing warranty; an 18" x 18" access door is required for boiler breeching; tile replacement is not required in decommissioned kitchen areas; existing control systems will be reused for humidifiers with new BACnet programming; existing CHW valves are 6" with specified model numbers; ceiling damage replacement should be limited to areas necessary for boiler stack replacement; Minnesota insurance coverage is required but no specific state contractor license is needed; boiler room floor coatings should match existing surfaces after completion; replaced flow control valves (FCV 1A, 2A, and 12) are detailed in specified drawings; and the roof membrane is assumed intact unless discovered otherwise during demolition.

Questions and Answers
1. Will the facility provide electrical power for Contractor use during construction? a. If so, will the usage be metered and charged to the Contractor?
Yes, this can be provided to the contractors without charge.
2. Will the facility provide restrooms for Contractor use during construction, or will the contractor be required to provide temporary portable restrooms?
This Facility does not have sanitary facilities available for use by the Contractor’s crews. The Contractor shall provide temporary toilet facilities as required for his workmen. Temporary toilet facilities shall be of the type approved by the local governing body. The location of the toilet facilities shall be as directed by the COR
3. Will existing facilities accommodate space for the Contractor to set up a temporary office during construction, or will the contractor be required to supply a standalone temporary office for the project duration?
FAA is not responsible for providing office space to the contractor during construction
4. Document J-9a_ZMP Boiler Scope of Work identifies the drawing ZMP-MSP-E-5896-A02R to help us bid on the three Options. Can this be provided?
It is included in the project documents
5. Can a local Schneider Electrical controls contractor be utilized for this project?
Yes, contact for a Schneider controls rep can be provided when needed.
6. Per the requirement to provide roof penetrations for any heaters that do not have one there will need to be roof work for installing the unit heaters (one heater is currently not vented). a. Please provide a roof spec and please provide warranty holder information if the roof is currently under warranty.
Existing roof detail is provided. Existing roof is not under warranty; any roof work performed as part of the project has to be completed by a certified roofing installer.
7. For the boiler breeching; it was discussed that an access door be installed in the kitchen wall during reconstruction. What size access door is needed?
18” x 18”
8. The existing kitchen side wall had 3 x 3 tile. Since the kitchen was decommissioned do we need to replace the tile or just leave as painted sheetrock?
No need to replace the tile.
9.What is the tile type on the dishwasher room wall? What specification is required for wall, ceiling and tile replacement?
Replacing existing tiles on the wall is not necessary, after project completion, ceiling finish should match existing and drywall with paint is sufficient for wall finish.
10. Is there any requirement for the humidifiers to be interfaced through a BACnet? ZMP AHU 12 and 13 Humidifier Replacement Spec section 23 84 13.29-2.2-L-1, says it ‘can connect to a building automation system via Modbus, BACnet or LonTalk.’ No where does it show a BACnet connection to the humidifiers. We plan on reusing the existing control points and wiring and not using a BACnet connection. Is this acceptable?
Please refer to this section of the scope of work for details:
1.2 SUMMARY
A. This Section includes the replacement of the Humidifiers HU-12 and 13 in the Automation Wing attic mechanical room. Existing BACnet system and DDC control panel(s) will be re-used, but some additional control modules, cards, points, and electrical powers may as required.
B. Sequence of operation of AHU-12 and 13:
1. The existing sequences operation of the existing HU-12, and HU-13 systems do not change.
However, provide new BACnet programming and graphics for new units.
10. What is the voltage for the existing CHW valves?
Existing CHW valves : 6”, Valve – R21CA06DCJDV, Actuator – LY1001-UEC-3-MPC-R-1-460/3/60
11.Do we have drawings for the hot water heater flue?
Please advise which area and I will try to find it.
12.How large of a section of ceiling is intended for replacement? Do we have drawings of the ceiling?
Please refer to drawing ZMP-MSP-E-5896-A02R that was provided with other documents. Ceiling damage should be limited to a section necessary for replacing the boiler stack.
13. L.3 Insurability Documentation states that we have to provide “proof of insurance eligibility from companies authorized to do work in the State of Minnesota.” What is the government looking for here? Will a certificate of liability suffice? Is the government requiring a Minnesota contractor’s license?
This provision simply means that coverage must include work that is taking place in the State of Minnesota. A specific license for work to be done in Minnesota is not required
14. For the Boiler Stack Replacement scope of work, we are to replace the (2) current 30’’ OD stacks with smaller stacks. In the boiler room, the flooring has an existing floor coating. I suspect that the floor coating goes up to the current stacks and when these are replaced there will be bare concrete exposed. Is the intent to patch in the exposed concrete with a similar floor coating?
Please advise.
Yes, after the project is completed the floor surface should match existing
15. Regarding the chilled water valves. Are these valves controlling amount of flow or are they to be used for isolation only? Basically, looking for clarification on type of valve, butterfly valve (isolation only) or globe / ball valve style to meter the flow through the valve. All these valves appear to be 6” but unable to tell on two of them because they are covered by insulation, please verify.
Valves that are getting replaced (FCV 1A, 2A and 12 ) are not just isolation valves, these are flow control valves with actuators on the return line. Refer to ZMP-GL -D-ARTCC-M040, ZMP-D-ARTCC- M023 for more details
16. For the boiler stack enclosure, your intention is to fully remove the enclosure on the roof correct? If so is the membrane roof intact underneath the enclosure?
It is assumed that the roof membrane is intact unless found otherwise during the demolition.
Please refer to the following scope of work for details:
Replace the two existing 30 inch OD refractory lined boiler stacks with new two new 20 inch ID double walled stainless steel vent stacks with 1 inch air space between walls. Replacement shall include new inspection doors, required steel supports, rain hood, fire stop etc. All materials shall be compatible with the stacks. Replacement shall be of the entire vent stack from basement floor up to approximately five feet above the second floor Administration Wing roof line. Repair roof curb and flashing to ensure that there is no roof leak after stacks have been installed.
