About this file

This is a Vendor Checklist document issued by Collier County, Florida's Procurement Services Division for the Emergency Catering Services Request for Proposal. The checklist outlines mandatory submission requirements for all vendors responding to this solicitation, which seeks qualified catering providers to deliver meal support during disaster response scenarios including hurricanes, tropical storms, wildfires, tornadoes, pandemics, and utility failures. Vendors must provide meals at the Facilities Management Division campus and the County Emergency Operations Center, with potential expansion to additional sites, utilizing either off-site boxed meal delivery or on-site mobile kitchen deployment models. Proposals are due January 16, 2026, at 3:00 PM through the Collier County Procurement Services Division Online Bidding System. The county intends to award Primary, Secondary, and Tertiary vendors under an initial three-year contract term with potential one to two two-year renewal options. Evaluation will be based on a 100-point scale encompassing cover letter and management summary (5 points), financial capacity (15 points), experience and capacity (30 points), plan of approach (30 points), and cost of services (20 points).

Vendors must submit completed reference questionnaires from three to ten similar projects within the past five years, sample seven-day menus, staffing plans, mobilization timelines, and current certifications. All vendors must be enrolled in E-Verify at submission, provide proof of Florida business registration through the Division of Corporations, and maintain Commercial General Liability insurance of at least $1,000,000 per occurrence with Collier County named as additional insured. The contract is grant-funded through FEMA Public Assistance, requiring federal reimbursement compliance with detailed cost documentation maintained for five years. Historical context indicates the previous contract was activated four times for Hurricanes Ian, Idalia, Helene, and Milton, generating approximately $800,000 in expenditures with meal volumes ranging from 1,200 to 2,615 meals per day. Vendors must acknowledge and execute all specified forms including the Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification, and Grant Provisions and Assurances package, along with submission of W-9 forms and required licenses or certifications.
