About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services regarding IDNR Statewide Construction Inspection Services. The change order (Change Order Notice #1) pertains to contract P-24001 with the Illinois Department of Natural Resources, Office of Water Resources, referenced under BBREFNO 26-422DNR-WTRRE-B-50790. The Office of Water Resources is seeking to extend the original contract term by 60 months beyond the current expiration date of March 1, 2026. This change order notice is being posted on the Bulletin/BidBuy for the required 14-day posting period as mandated by procurement regulations for modifications that exceed $25,000 or extend the completion timeline by 180 days or more.

The change order requests an increase of $2,000,000 to the Maximum Amount (Section 2.5) of the contract and proposes adjustments to compensation rates. Specifically, the Office of Water Resources seeks to increase the upper limit of hourly compensation in Standard Provision 1.7 from $75 per hour to $90 per hour, and to modify allowable direct costs for owned or leased vehicles on form BDE 436 (Attachment II) from $65 per full day to $90 per full day. The change order documentation includes a detailed explanation addressing Section 33E-9 of the Criminal Code requirements, confirming that the circumstances necessitating these modifications were not reasonably foreseeable at the time the original contract was executed or that the changes remain germane to the original contract terms.
