1. The future population is estimated at 1,000 people; what information can be shared about the current organizational structure - such as headcount, major departments or divisions, etc?
The CFPB’s organizational structure is set up by functional areas. An organizational chart of the Bureau’s structure can be found at www.consumerfinance.gov.
2. What work has been done to date towards understanding the current use and utilization of the existing workspace?
No formal analysis has been done to date toward understanding the current use and utilization of current work space. In some cases, single offices have been converted = to double or triple occupancy to make room for CFPB employees relocating from other CFPB locations in Washington DC. The CFPB will rely on the expertise of the most preferred firm during negotiations to determine future utilization per the overarching needs as described in Section 3.0 of the draft Statement of Work..
3. In addition to energy conservation, does CFPB have specific sustainability goals, including but not limited to LEED certification/rating achievement?
Although the building is not owned by the General Services Administration (GSA), the CFPB, at minimum, is seeking to achieve an LEED Certification/rating achievement of Gold as sought by GSA in all new federal building construction and substantial renovation projects. The selected and most preferred firm will be required to find the best LEED certification for the CFPB, using various Executive Orders, including but not limited to EO 13423 and 13514, “Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings", and perform a cost/benefit analysis to find the best option.
4. Please confirm that we are not to submit SF330 Part II forms. If we are to include Part II forms, please confirm that this is not included in the page count.
The CFPB is not requesting the submission of Part II of the SF-330.
5. You mention that all sheets within the electronic response, exclusive of the SF300 form, must contain 1-inch margins and 12 point font. When you say SF300 Form, do you mean the SF330 forms?
Correct.
6. Are we to use the specific SF330 forms that you sent with this announcement, or can we use the GSA FAR version (PDF is attached)?
The SF-330 posted with the public announcement in Microsoft Word or a GSA prescribed SF- 330 in PDF format are both acceptable for submission. In either format, the Offeror must ensure the SF-330 addresses all of the required information.
http://www.consumerfinance.gov/
7. If a page is double-sided, is that still considered one page or is it considered 2 pages?
A double-sided page will be counted as two pages.
8. Does our submission need to be one continuous Word document or can we break it out into separate sections?
The submission may be broken out into sections. Please keep in mind that e-mails over 15 MB may not pass through the CFPB firewall and may not reach the e-mail box of the Contracting Officer. The CFPB is not responsible for sections that have not been received and the submission may be found to be non-responsive by the CFPB.
9. Is the CFPB proposing to have a Visitor Center/Exhibition space adjacent to the lobby?
The Visitor Center/Exhibition space may or may not come to fruition. If, upon negotiations with the selected and most preferred vendor, a decision is made by the CFPB to proceed with designing a Visitor Center/Exhibition space, the selected and most preferred firm will work with the CFPB during negotiations to determine how it is fashioned and where it would be best located.
10. Per Section 4.8.1 in the Statement of Work, will the contractor be required to provide design concepts within 30 days of award?
The submission of design concepts by the Contractor within 30 days of award is the intent of the CFPB; however, the required date of the submission of design work, as well as other deliverables, will be negotiated with the selected and most preferred vendor.
11. We are currently putting our qualifications package together for the Consumer Financial Protection Bureau. We noticed a stipulation for a 30-page maximum. Can you clarify as to whether this page limit covers all sections in the SF330 or if any sections are exempted (i.e.
resumes)?
The CFPB shall increase the page limit of the SF-330 Part 1 submission to 42 pages. All information provided will be counted toward the 42 page limit.
12. Are the firms who prepared the concept plan eligible to compete for this solicitation?
To clarify, there is no concept plan in place or otherwise selected for any of the subject space.
As indicated by the solicitation, the CFPB’s provision of a preliminary concept drawing as an attachment to its solicitation should not be misinterpreted as a provision of any mandatory design aspects. Firms are not required to adopt any specific aspect of such preliminary design concept.
Any firm capable of providing services under NAICS 541310, Architectural Services and 541330, Engineering Services, may compete for this A&E requirement.
13. Has a construction budget been established for the project and if so, can it be made available?
The disclosure of magnitude shall be addressed during the negotiation phase between the CFPB and the selected and most preferred vendor.
14. Would you consider extending the RPQ response Submittal date?
The CFPB has extended the due date of the SF-330 submissions to 1 p.m. on Wednesday, February 27, 2012.
15. Is the A/E firm is to be responsible for final design and documentation of the "Lobby & Courtyard", as well as the fit-out of Floors 2-6 and partial Basement?
The selected A&E firm will be responsible for the final design and documentation of all the space determined to be subject to renovation, which the Government anticipates to include the courtyard and other exterior space as well as all floors of the building.
16. We understand the CFPB "previously contracted for Conceptual Design for the "Lobby/Courtyard". The solicitation states: " A/E firm is to consider incorporation of this conceptual design in developing the proposed A/E design."
See response to question 12. The CFPB will rely on the expertise of the selected and most preferred vendor to determine the best and most efficient use of the space.
17. Is permit expedition part of the A/E Scope?
Yes, the selected and most preferred vendor will be required to obtain the necessary permits for the renovation of the space decided upon, which is contemplated to include the building, courtyard and other exterior space.
18. Does the CFPB anticipate a Regulatory Consultant requirement for documentation with the Commission of Fine Arts, and/or other regulatory entities involvement?
The CFPB anticipates the selected and most preferred vendor may have to consult with various Washington DC and federal regulatory agencies, such as the Commission of Fine Arts and Historical Society, as some parts of the building and/or courtyard may be considered historic.
19. Describe the scope of move and/or move management, if in the Scope of A/E services.
The movement of individuals and furniture within the building and between various CFPB locations in will be handled by the CFPB.
20. Does the CFPB anticipate renovation and or replacement of existing elevators?
Unknown at this time. The elevators will need to efficiently ferry people throughout the building when the building is expected to have full occupancy along with visitors.
21. Does the CFPB anticipate a "cafeteria" in addition to the lunch room/break room?
Unknown at this time.
22. Can you describe the selection process in more detail? Specifically, there is a mention of design concepts being required for the three or more firms deemed most highly qualified who advance to stage 2. Can you elaborate or define what will be required in this stage?
Reference the process as outlined in the public announcement. The selection process will be conducted in accordance with the applicable procedures outlined in FAR 36, which requires an evaluation board to hold discussions “regarding concepts” with those firms that appear to be the most highly qualified firms.
23. Who will serve on the selection committee?
The evaluation members will include CFPB employees and may include Federal subject matter experts from other agencies.
24. The Statement of Work (SOW) says that CFPB has previously contracted for the conceptual design of its lobby and courtyard. Drawings and renderings of this work are provided in the SOW. When was this work contracted and why did it not go forward?
The CFPB is conducting the current procurement in order to maximize competition and obtain the deepest reach into industry in order to find the most highly qualified firm to perform the work.
With respect to the preliminary design concept provided, please reference the response to question 12. .
25. Are the firms who were part of the team who developed the concept drawings eligible to compete for this project?
To clarify, there is no concept plan in place or otherwise selected for any of the subject space.
See response to question 12. Firms that provided preliminary concept drawings under a prior task order contract are not precluded from competing along with all other industry participants.
26. Is the Visitor's Center and Exhibition space shown in the concept drawings still part of the scope?
It is unknown at this time if a Visitor Center and/or Exhibition space will be adopted. See response to Question 9.
27. Is the building required to meet any USGBC LEED goals?
See response to Question 3.
28. Does the CFPB know of any specific environmental hazards within the building that would require the involvement of a special hazards abatement consultant?
At this time, the CFPB does not know of any specific environmental hazards within the building that would require the involvement of a special hazards abatement consultant. However, the selected A/E firm may be required to complete an environmental hazards study to confirm that no environmental hazards are present in the premises.
29. It is assumed that the Existing Day Care Facility within the Basement Level is a separate tenant and thus this space is not planned to be part of the scope of the design and construction (similar to existing retail at street level)?
This is an incorrect assumption. The space currently housing the existing daycare center is located on the premises and it is unknown at this time if it will remain in the basement or if it will be renovated. Also, it is unknown at this time if any of the exterior space located on the premises that is adjacent to the retail space will be renovated as well. This will be determined during the negotiation stage with the selected and most preferred firm.
30. Must the electronic SF330 submission be in Word? Is a PDF acceptable?
See response to question 6.
31. Is LEED Certification required? If so, to what level?
See response to question 3.
32. What is the expected capacity of the amphitheater? Also 1/3 of the staff?
The CFPB will rely on the expertise of the selected and most preferred firm during negotiations to determine the highest capacity possible for the amphitheater while maintaining a highly efficient use of space for all other areas of the building. It is the CFPB’s desire to make the amphitheater larger, if possible, to accommodate as many CFPB employees at one time.
33. Is there an M/WBE participation requirement for the project?
The CFPB assumes that M/WBE means Minority- and Women-owned Business Enterprises in this question. The CFPB seeks to maximize small business participation in the design and construction phases. The extent of small business participation, at a prime and/or subcontract level, will be negotiated between the CFPB and the selected and most preferred vendor.
34. We would like to ask an additional question regarding the format of the response. Our Form 330 is not in Word format. May we submit our response to you as in PDF format as long as we meet all other formatting requirements.
See response to question 6.
35. The phased delivery of the project as basement first, then floors 3/5, then balance of floors. Is there a reason for the sequence?
This sequence assumes the fourth and fifth floors will be vacant at the start of the renovations;
however, this sequence could change depending on the recommendations and negotiations with the selected and most preferred vendor.
36. While renovations are not slated for the first floor retail, will there be negotiated segments of time with retail tenants when upgrades to mechanical, electrical, etc. will take place?
Or do all systems have to be upgraded with no intended interruption to current tenants?
This is unknown at this time. The CFPB will seek to minimize the amount of time of any disruptions to the retail tenants’ normal business operations as a result of any building upgrades to mechanical, electrical, and other systems.
37. What do you anticipate the contract period being for this project (start date, end date)?
This is unknown at this time. The length of the project depends on many factors, including the outcomes of the negotiation with the selected and most preferred firm.
38. Is there a preliminary spatial or area program for the CFPB?
No, the CFPB seeks the expertise of the selected and most preferred vendor to determine the most efficient use of space for the building.
39. Is there a security plan for the 'stand alone, network-based security system'? Can we get a sense of how extensive that system will be in the building? Will a security plan be developed as part of this project?
There is no security plan for the stand alone, network-based security system. The extent of the security system will depend on if public access is granted to sections of the building. The selected and most preferred vendor may need to consult with a security firm and the CFPB security office to develop a security plan.
40. What level of power reliability is needed for this facility? Will it require uninterrupted power capabilities? (i.e. UPS, emergency generators, secondary/primary feeds, etc.)
This building does not require special power reliability, for example, as would be required by the North American Aerospace Defense Command (NORAD). Power reliability should be the same as other non-emergency Federal Buildings in Washington DC.
41. Will it have a Data Center? Is it part of, or separate from, the 'computer room'?
The CFPB does not anticipate the need for a Data Center in this building.
42. Will this building require any communication systems that need satellite or fiber optic connections that might be beyond standard communication systems?
This is unknown at this time.
43. Per #CFP-12-R-00003 for Architect Engineer Service Support for Courtyard and Interior Space Renovations, would you like us to include a cover letter and/or cover page? If so will that count against the SF330 Part I 30 page limit?
See response to question 11.
44. If this is a brand new agency, has a culture been established?
Established culture is outlined in Section 3.0 of the draft Statement of Work.
45. Paraphrasing the solicitation - the only constrained limits are structure, codes, and regulatory authorities. Has any kind of budget been established?
See response to question 13.
46. What is the intent/motivation behind moving the glass - to gain space and/or the desire to get rid of the balconies?
The intent behind the glass move is to possibly gain space, increase lighting in the building, and make the building skin more aesthetically pleasing.
47. Has the method of construction, e.g. Design/Bid/Build, CM at Risk, been determined?
The CFPB intends on using the Design-Bid-Build process, possibly with a Construction Manager, however, a final decision has not yet been made. The CFPB intends to consider input from the selected and most preferred vendor before making a final decision.
48. Are there any requirements/concerns regarding existing second lobby elevator access?
There are no specific security concerns regarding the existing second lobby elevator access;
however, security should be considered for all lobby/elevator access.
49. Who from CFPB will be involved in providing approvals? Who from CFPB will be involved with working with the A/E firm? Has the process for this already been determined?
Information regarding the individuals to be involved in the CFPB approval process will not be disclosed, but we note that each deliverable will only be determined acceptable upon approval by such individuals as well as those with decision-making authority within the Bureau. We also note that the Office of the Comptroller of the Currency (OCC), as the current owner of the premises, will be part of the approval process for any design features that require structural changes (i.e., if the proposed alteration affects the base building, its structure or its systems or the Garage), whose consent is not to be unreasonably withheld.
With respect to which individuals would be working directly with the A/E firms, the CFPB intends to determine an appropriate composition of individuals during negotiations with the selected and most preferred vendor.
50. How large is the overall square footage of the fit-out and renovation, not including the exterior plaza work?
The overall square footage of the fit-out and renovations will be approximately 314,000 square feet.
51. Please confirm we are to include the exterior Plaza as part of the design commission -therefore a Landscape Architect is required?
Assuming the acquisition of any requisite permits and approvals, the CFPB intends for the design and renovation to include the exterior Plaza, which would necessitate a Landscape Architect.
52. Can you please provide the lease term, as this will affect how much renovation CFPB would want to do?
The CFPB has an Occupancy Agreement in place with OCC to use the premises for a period of between 20 to 30 years.
53. Are there any subcontracting requirements?
The extent of subcontracting will be discussed and agreed to during negotiations with the selected and most preferred vendor.
54. Can you please confirm that SF-330 Part IIs from the prime firm and its subconsultants are not required at this time?
See response to question 4.
55. Are there any page limitations for materials included in the electronic submission that are not part of the SF-330 Part I? Can we assume these materials can also be submitted as PDF files rather than MS Word documents?
See response to questions 6 and 11.
56. What will the occupancy level be during construction?
This is unknown at this time. Given that the CFPB currently has some additional office space in other DC locations, some flexibility around the building’s occupancy level during the construction phase exists. A decision will be made pending the outcome of negotiations with the selected and most preferred firm.
57. When is the project scheduled to start/complete?
See response to question 37.
58. Is the file room a high-density file room?
The current state of any file room located in the building is not relevant. The CFPB will rely on the expertise of the selected and most preferred firm to determine the most efficient use of space for the building during negotiations.
59. Has a study been completed of the courtyard to determine whether the existing structure has sufficient capacity to support the proposed water wall, planting beds, and glass canopy?
No, a study has not been completed to determine whether the existing structure has sufficient capacity to support a water wall, planting beds, and glass canopy. Note that these design concept features are not to be construed as “proposed” or mandatory. See responses to questions 12 & 16.
60. There appears to be openings in the structure beyond the glass walls at the 3rd, 4th, and 5th floors that are not shown on the KCCT elevation. Are these openings proposed to be infilled, or are they just not shown.
This is unknown at this time and can be addressed during negotiations with the selected and most preferred vendor. See responses to questions 12 & 16.
61. Will Architectural and Structural drawings of the original building (in 1976) be made available for our use?
The CFPB may be able to obtain the original structural drawings from 1976 from the owner of the building and will provide them to the selected and most preferred vendor during negotiations if available.
62. Please clarify what document contains the “GSA Blast criteria?”
US General Services Administration Standard Test Method for Glazing and Window Systems Subject to Dynamic Overpressure Loadings and Physical Security Criteria for Federal Facilities.
The document first document can be found using the attached link. The second document is “For official Use Only” and will be released after the execution of a Non-Disclosure Agreement during the negotiation phase between the CFPB and the selected and most preferred vendor.
http://www.protectiveglazing.org/resources/GSA%20TEST%20Method.pdf
63. Are there any Ballistic Protection Requirements that are part of the Base Contract Scope of Work?
Yes, see response to question 62.
64. Has a Risk Assessment analysis been done and is the Report available?
A Risk Assessment analysis has not been performed.
65. Are there any specific site access/site vehicle security issues that are part of the Base Contract Scope of Work?
This is unknown at this time. See response to question 64.
66. Please confirm if a seismic upgrade is required as part of this renovation project to satisfy the latest version of the governing building code.
This is unknown at this time. The CFPB will rely on the expertise of the selected and most preferred firm to determine if a seismic upgrade is required.
67. Please confirm if the structure must be upgraded to resist Progressive Collapse, as required by the GSA security criteria.
As part of the guidance referenced in the response to question 62, this should be studied and proposed by the selected firm, although a cost/benefit analysis may determine that it may not ultimately be selected as an upgrade.
68. Please confirm if existing structural drawings are available for the building.
They do exist but are not currently available as part of this public announcement process.
69. Please clarify the statement "The design shall be constrained only by the limits of the existing load-bearing structural elements..." Does this mean that reinforcement of the existing structure is not allowed or the reinforcing, if necessary, must be contained by the geometric limits of the existing structural elements.
No, the CFPB would consider all possible options that are feasible, beneficial, and cost effective.
http://www.protectiveglazing.org/resources/GSA%20TEST%20Method.pdf
70. Please clarify the required level for the blast design criteria, as noted in section 4.2.2.b of the SOW.
See response to question 62.
71. Can the additional materials, outside of the SF-330 Part I, include such things as our approach to projects of this nature or other relevant experience of the prime firm and its subcontractors? Or, are those items seen as generic marketing?
See response to question 11. Please follow the Public Announcement submission instruction and also note the additional information requested per Section H of the SF 330 Part 1. Information submitted in response must be relevant and as requested.
72. Are GSA PBS-P100 requirements to be required for this building?
This is unknown at this time. The CFPB will rely on the expertise of the selected and most preferred vendor to help the CFPB determine the appropriate required security measures.
73. Will you hire a CMA or a CM @ risk?
This is unknown at this time.
74. When will the CM be hired?
See response to question 73.
75. Will you publish the sign-in sheet for the building tour?
No, the CFPB will not publish the list of attendees of the walk-through.
76. How will the CFPB be organized to manage this project?
The CFPB will have staff dedicated to this project. The exact organization of the management of the project shall be determined in consideration of the negotiations with the selected and most preferred firm. See response to question 49.
77. Is it possible to have an extension of the due date for the SF-330 as the Q&A Amendment has not yet been published?
See response to question 14.
78. The thirty (30) page submission limitation does not provide much of an opportunity to address many of the issues raised in the RFP. Would the CFPB consider revising this criteria?
See response to question 11.
