About this file
This is a Certification Regarding Lobbying form issued by the Nevada State Purchasing Division, Department of Administration. The document serves as a mandatory certification requirement for vendors participating in federally-funded contract opportunities. The form requires the undersigned to certify that no federal appropriated funds have been paid or will be paid to influence any federal agency officers, members of Congress, or congressional employees in connection with the awarding of federal contracts, grants, loans, or cooperative agreements. The certification must be completed with the solicitation number, vendor name, authorized signer name, and signature before submission as a prerequisite for contract award.
The form establishes that if any non-federal funds have been or will be paid for lobbying activities related to the federal transaction, the vendor must complete and submit Standard Form-LLL, "Disclosure of Lobbying Activities." The certification language must be included in all subaward documents at every tier, with all subrecipients required to certify and disclose accordingly. Failure to file the required certification subjects the vendor to civil penalties ranging from $10,000 to $100,000 for each failure, as mandated by Section 1352 of U.S. Code.
