About this file
This is a Certification Regarding Lobbying form issued by the Nevada State Purchasing Division, Department of Administration, for use in state and local contract opportunities that involve Federal funding. The form serves as a prerequisite certification document for vendors bidding on or entering into Federal contracts, grants, loans, or cooperative agreements. The certification requires the authorized signer to attest that no Federal appropriated funds have been paid or will be paid to influence officers or employees of any agency, Members of Congress, or congressional employees in connection with the awarding of Federal contracts, grants, loans, or cooperative agreements, or any extension, continuation, renewal, amendment, or modification thereof.
The form mandates that if any non-Federal funds have been used or will be used for lobbying purposes related to the Federal transaction, the vendor must complete and submit Standard Form-LLL, "Disclosure of Lobbying Activities." Additionally, vendors are required to include this certification language in all sub-award documents at all tiers, including subcontracts and sub-grants, with all sub-recipients required to certify and disclose accordingly. Submission of this certification is mandatory and constitutes a material representation of fact. Failure to file the required certification exposes any person to civil penalties ranging from $10,000 to $100,000 for each violation under section 1352, U.S. Code. The form includes blank fields for the date, solicitation number, vendor name, authorized signer name, and authorized signature.
