About this file

This is a Human Trafficking Certification document required by Escambia County, Florida, for architectural and engineering firms bidding on the new Animal Welfare Facility project. The certification, effective July 1, 2024, requires all contractors executing, renewing, or extending contracts with the county to provide a signed affidavit under penalty of perjury attesting that they do not use coercion for labor or services. The RFQ for the approximately 50,000 square-foot animal welfare facility was released on October 27, 2025, with a mandatory pre-solicitation meeting on November 7, 2025, and proposal responses due December 2, 2025, at 10:30 a.m. via the ProcureNow portal. The contract is anticipated to commence upon execution and extend for 36 months with potential renewal options for additional 12-month periods. Evaluation criteria include Respondent's Statement of Qualifications (20 points), Experience and Performance on Past Projects (25 points), Litigation and Claims (20 points), Current Workload (10 points), Project Specific Criteria (20 points), and Respondent's Office Location (5 points).

The certification document defines coercion broadly to include physical force, restraint without lawful authority, fraudulent debt practices, confiscation of identification documents, financial harm, fraud or deceit, and provision of controlled substances for exploitation purposes. All officer representatives or authorized signatories must complete and sign the affidavit with their printed name, title, and date. The RFQ does not specify set-asides for disadvantaged enterprises, identify incumbent vendors, or provide an explicit budget range for the design and construction administration services. The facility will be located on a 15.2-acre parcel at 3910 N. Palafox Street in Pensacola and will replace a 1997 shelter with a modern complex including animal intake areas, adoption spaces, veterinary services, and administrative offices.
