About this file
This is a Certificate Regarding Lobbying for a USDA-supported contract opportunity involving Hillsborough County Public Schools (HCPS) Student Nutrition Services in Florida. HCPS seeks proposals for comprehensive kitchen hood cleaning services across approximately 218 school sites in the Tampa Bay area through Invitation to Bid (ITB) #25406. The contract requires qualified vendors to provide semi-annual exhaust hood cleaning services for elementary, middle, and high schools, career centers, and adult education facilities, with an estimated annual requirement of 366 single hoods, 66 double hoods, and 4 triple hoods. All services must comply with National Fire Protection Association (NFPA) 96 standards. Proposals must be submitted electronically via www.myVendorLink.com by Wednesday, August 27, 2025, at 3:00 PM, with a public bid opening scheduled for 3:30 PM. The estimated award date is October 14, 2025. The initial contract term begins upon board approval and includes automatic renewal options for up to four additional one-year periods, contingent on budget appropriations, contractor performance, and mutual agreement.
The contract utilizes a firm flat-rate pricing structure per hood, with the pricing to cover labor, travel time, service trucks, fuel surcharges, and all necessary tools and equipment. The procurement is supported by USDA financial assistance of $150,000 annually. Vendors must complete mandatory affidavits including Non-Collusion, Foreign Country Contracting Prohibitions, Drug-Free Workplace Certification, and Human Trafficking Prevention certifications. The solicitation encourages participation from small businesses, minority-owned enterprises, and diverse vendors. Bidders will be evaluated based on experience in similar projects, past performance with HCPS, client references, and ability to meet timely service schedules. The certification document confirms that no federal appropriated funds have been or will be paid for lobbying purposes in connection with this federal award, and all sub-recipients must certify accordingly.
