About this file
This is a Certificate of Partial Payment form used in conjunction with a Construction Engineering and Inspection (CEI) services contract for the SUN Trail project administered by the Clay County Board of County Commissioners in Florida, with funding from the Florida Department of Transportation (FDOT). The certificate documents progress payments for work performed and materials applied in accordance with contract terms and conditions. The procurement sought qualifications from professional engineering firms to provide contract administration, inspection, and materials sampling and testing services for approximately 3.5 miles of new shared-use nonmotorized trail pathway. The Request for Qualifications deadline for inquiries was March 30, 2026, at 4:30 pm, with bids due electronically by April 13, 2026, at 4:00 pm through the County's e-Procurement Portal. A non-mandatory bid opening was scheduled for April 14, 2026, at 9:00 am, with an estimated Board recommendation date of May 12, 2026. Services are expected to continue through project completion, demobilization, and final estimate certification, with construction completion targeted for June 30, 2026.
The Certificate of Partial Payment form establishes the vendor's certification that all work has been performed and materials applied in accordance with contract specifications and that all subcontractors and suppliers have received pro rata shares of payments for completed work. The contractor must remit payment to subcontractors and suppliers within 10 days of receipt, with subcontractors required to remit payment to their respective subcontractors and suppliers within 7 days thereafter. The total estimated project cost is $17,051,455 with 100 percent state funding through FDOT's Non-federal STFF category for Fiscal Year 2024, though Clay County is responsible for any expenses exceeding the Department's participation and cost overruns. Selected consultants may request monthly payments based on work completed in accordance with the Florida Local Government Prompt Payment Act, with final invoices due within 120 days of project completion. Performance and payment bonds equal to 100 percent of the contract value and comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Workers' Compensation at statutory limits, and Professional Liability ($1,000,000/$1,000,000) are mandatory.
