Monthly payments are made based on work completed under the Florida Local Government Prompt Payment Act. The project is federally funded through FEMA Public Assistance Grant Agreement No. 2024/2025-42 and subject to federal procurement standards, Clay County's local preference policy, and Buy American requirements. Qualified contractors must be Florida-licensed, registered with the Florida Department of State, and have five years of similar experience. A five percent bid bond is required, with performance and payment bonds mandated given the project value exceeding $200,000, due within 10 days of contract execution. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation at statutory limits, and property/builder's risk coverage at 100 percent of project value with deductibles not exceeding $25,000. All materials and workmanship are warranted for two years from substantial completion.
