CEDAR BUTTE EASTSIDE WELL 02525 - 7

C. Inner Casing: Install the inner casing and well screens concentrically in the outer casing and drill hole. Fill the void between the outer casing and the inner casing with neat cement grout to seal the inside wall of the outer casing to the outside wall of the inner casing. Provide centralizers at the bottom of the casing and at other critical grouting points such as zones of unsuitable water quality. Provide a suitable grout retainer at the bottom of the inner casing so that grout does not leak into the bottom of the well. The hole shall be cased the full depth unless casing of a portion of the well is deemed unnecessary by the Contracting Officer. If the Contracting Officer determines that casing is not required to full depth in consolidated formations, the casing shall extend at least 5 feet into the formation to assure a proper seat and bottom seal, and the Contractor shall affect a proper seal. The joined casing string shall be installed in a predrilled hole and lowered into place with the drilling machine utilizing clamps, elevators, or other mechanical devices. Casing shall not be dropped onto the bottom of the well hole, nor forced down against the bottom of the hole during installation. Casing shall be kept continually suspended during and after installation, until such time that all of the gravel pack and formation stabilizer material have been properly installed.

D. Perforated pipe: Provide perforated pipe at the water bearing layer(s) to be developed to secure available flow as shown in the drawing and the Work Data Sheet. Seal the bottom of the deepest perforated pipe with a threaded or welded plug, consisting of the same material and thickness as the perforated pipe body, or a welded plate, consisting of the same material and thickness as the perforated pipe body or casing. The Contractor shall select the installation method, in accordance with the perforated pipe manufacturer's recommendations. Perforated pipe may have either a welding ring or a pipe-thread end fitting.

E. Gravel Envelope: Fill the entire void between the screen and the outside wall of the underreamed hole with gravel. The Contractor shall install gravel pack material 10 to 20 feet below (rat hole) and 10 to 20 feet above each screened zone as determined by the Contracting Officer upon review of the logs. The Contractor shall determine the volume of gravel pack material that will be required for each screened zone, based on the size of the screen and size of the hole drilled. The Contractor shall use a 1/2-inch minimum I.D. tremie pipe as an agitator for the gravel packing operations, or a minimum one-inch tremie if the gravel and/or formation stabilizer/grout is to be pumped in. Gravel pack and formation stabilizer will be continually tagged with the tremie as it is placed. Placement of gravel pack, formation stabilizer, and grout shall be performed in the presence of the Contracting Officer. Disinfect and place the gravel with a tremie pipe in accordance with Articles 54 and 50 of EPA 570/9-75-001. Control speed of gravel placement to prevent bridging and to allow for settlement of the gravel. Gravel placement equipment and gravel placement methods shall be approved by the Contracting Officer prior to commencement of work.

1. Placement using the tremie pipe as both a depth probe and agitator: Contractor will need to predetermine the volume or weight of gravel pack material required to fill one foot of annular space in the well. Lower the tremie pipe into the annular space between the casing and the wall of the bore hole to the lowest point to be gravel packed. Note and record the level at which the bottom of the tremie pipe is below the surface of ground.

Raise tremie pipe 5 feet and slowly pour or pump a predetermined quantity of gravel pack material into the annular space along the side of the tremie pipe (in even 1-foot increments) equal to no more than 5 feet of depth in the annular space before checking to see if the material has reached its prescribed destination using the tremie pipe as a depth probe. If, when pouring the gravel pack down the annulus, it is determined that the gravel pack material has not raised in the annular space to the level as calculated, the Contractor shall use the tremie pipe to loosen any bridging that may have occurred

CEDAR BUTTE EASTSIDE WELL 02525 - 8

further up the annular space by lifting, lowering and shaking the tremie pipe, including circulating water down through the tremie pipe, if needed. It may also be necessary to stretch, shake and attempt to rotate the casing in conjunction with the above procedure in order to break through bridged areas. If it is determined that the gravel pack volume is insufficient (due to oversized hole or washout), add additional gravel in one-foot increments until the pack can be tagged with the tremie. Repeat the above procedure as necessary until installation is satisfactorily completed in accordance with these specifications.

2. Water Bearing Formation Seal: Install bentonite gravel or pellet material for a thickness of ten feet directly above the gravel pack. This material shall be installed in the same manner as the gravel packing. Installation of the seal shall be performed in the presence of the Contracting Officer.

F. Formation Stabilizer: Install formation stabilizer material in the remaining zones in the well which do not require gravel pack material or surface grout. Formation stabilizer shall be installed in the same manner as the gravel packing or, as bentonite grout pumped in with a tremie from the top of the bentonite seal over the gravel pack to the surface (bottom up).

Installation of the formation stabilizer shall be performed in the presence of the Contracting Officer.

G. Well Development: Set the casings and allow the neat cement grout to harden a minimum of 72 hours prior to well development. Provide well development in accordance with Article 52 of EPA 570/9-75-001, except explosives will not be permitted. Furnish pumps, compressors, plungers, bailers, and other equipment required to fully develop the well for the maximum yield of water per foot of drawdown and to limit sand intrusion during the life of the well.

Developing equipment shall be of an approved type and of sufficient capacity to remove all cutting fluids, sand, rock cuttings, and any other foreign material. Pump the well free of sand, mud, drillings, and other foreign matter. Maximum sand concentration at the completion of well development shall be 2.0 ppm. The turbidity shall be less than 5 on the Jackson Turbidity Scale specified in AWWA. The well shall be thoroughly cleaned from top to bottom before beginning the well tests.

3.4 FIELD QUALITY CONTROL

A. After the well has the pump test run, water quality samples shall be collected from the in-place water and submitted to an approved testing laboratory for complete chemical and bacteriological analysis. The approved testing agency shall be certified by Idaho DEQ to make bacteriological, physical, and chemical analyses of water from each finished well and report the results. Make analysis according to requirements of authorities having jurisdiction. Contractor shall identify the proposed testing lab and include in prepared submittals. Report the results.

B. Pump Test: Upon completion of the permanent well, provide and set a temporary pump in the well with a capacity of not less than 1.5 times the design flowrate (test flowrate equals 1.5 times the design flowrate). After determining the static water level in the well, begin pumping at 50 percent of the test flowrate, measure and record the pumping level at 5-minute intervals until drawdown stabilizes (stabilization shall be less than 6 inches of drop in water level over an uninterrupted 60-minute period). Repeat procedure for 75 and 100 percent of the test flowrate.

Pump until the capacity of the well is determined or until the test flowrate is reached. The yield

of the well shall be the test flowrate at the corresponding drawdown or the flowrate at which drawdown is stabilized just above the temporary pump (if drawdown reaches the pump before 100 percent of the test flowrate is achieved, reduce flowrate until water level stabilized just above the pump). After determining the yield of the well, continue pumping at that rate for one hour. Coordinate with Contracting Officer to determine where to divert water at the well site.

1. Water level to be measured by sounder, by air line method, or other approved means.

Flowrate to be determined by flowmeter, by timed filling of a drum, or other approved method.

2. Furnish a complete written log of the pump test – showing depth of temporary pump setting, state water level, pumping rate and drawdown at the specified intervals. Also, note the general clarity, color, and odor of the water, presence / amount of sand, etc.

C. Well Plumbness and Alignment Test: Upon completion of the permanent well, provide a well plumbness and alignment test using a plummet in accordance with Article 51 of the EPA 570/9-75-001. Perform the test on the entire depth of the well. The plumb or dummy shall move freely through the entire depth of the well. The well shall not vary from the vertical in excess of two-thirds of the smallest inside diameter of that part of the well being tested per 100 feet of depth. Correct defects in plumbness and alignment and repeat test until the work is in compliance with contract requirements.

3.5 DRILLING WASTE

A. Waste Disposal: Drilling waste such as drilling fluid and drill cuttings shall be removed so that wastes will not interfere with installation of the well platform and pumping equipment and will not pollute surface waters or cause contamination of the well. Dispose of drilling waste by spreading the cuttings onsite to a depth of no more than 1”, unless otherwise authorized in writing by the Contracting Officer.

3.6 ABANDONMENT OF THE WELL

A. Abandonment Due to the Contractor's Actions: When the drilled well must be abandoned because of lost tools, damaged well, misalignment, or other causes attributed to carelessness or poor workmanship, pull casing (if installed) that can be removed. Fill the hole with grout, puddled clay or other impervious earth material according to State regulations and requirements. This work will be at no additional cost to the government. The Contractor shall then drill a new well within 10 ft of the original well at no additional cost to the Government.

B. Abandonment Due to Other Causes: When the well must be abandoned because of inadequate quantity or quality of the water, or for another reason not the fault of the Contractor, pull the casing (if installed) that can be removed. Fill the hole with grout, puddled clay or other impervious earth material according to State regulations and requirements. The order to abandon the well must be in writing from the Contracting Officer.

C. Casing: Casing that can be removed shall be removed. The Government will retain ownership of the casing. If the casing cannot be removed, it shall be closed with a steel cap tack welded to the casing. The name of the well, total depth drilled, static water level, if any, and the date shall

be plainly and permanently marked by welding beads on the protruding part of the casing. The annulus around the casing shall be filled with grout, puddled clay or other impervious material according to State regulations and requirements.

3.7 SANITARY PROTECTION OF WELL

A. General: Protect the well during the construction period to prevent tampering or seepage of contaminated water, petroleum products, or other contaminants into the well from the ground surface.

B. Seal: When the well is completed, install a cap compression seal designed to prevent pollutants from entering the well. The watertight casing or pitless wellhead shall extend above the well platform as shown on the drawings. Seal or screen (#24 mesh) equipment that permits direct access to the well to prevent entrance of foreign matter or contaminants.

C. Pitless Adapters: The specified installation shall be complete including fittings and 10 feet of discharge line. Excavate around the existing casing as specified. Connect the drop pipe and horizontal discharge line to the adapter or unit according to the manufacturers' instructions.

Connections shall be watertight. The horizontal discharge line shall be below the frost line.

Field test per State requirements.

1. Pitless Adapters: The outside section of the adapter shall connect onto the well casing below the frost line. The adapter shall be connected to the casing by clamp-and-gasket or by welding. The casing shall extend above natural ground a minimum of 18 inches. Cut a hole in the casing specified for the horizontal discharge line or adapter.

D. Grading: Slope the ground and concrete slab immediately surrounding the top of the well casing or pitless wellheads away from the well in all directions, as shown on the drawings.

E. Correcting Contamination: If the well becomes contaminated, or water with undesirable physical or chemical characteristics enters the well due to the neglect of the Contractor, corrective work including the supplying of casing, seals, sterilizing agents, or other materials necessary to prevent contamination of the aquifers shall be performed at the Contractor's expense.

3.8 WELL PLATFORM

A. General: Construct a ¾” minus crushed base around the well as shown on the drawings. The casing shall extend above the platform as shown on the drawings. The area shall be at 3 feet square by 4 inches thick. The top of the casing shall extend 18 inches above the top of the base but not to exceed 24 inches.

3.9 CLEANUP

A. Requirements: Upon completion of the well construction and other incidentals, remove the debris and surplus materials resulting from the work from the jobsite.
