About this file
This is a Capability Assessment Plan (CAP) template used to collect information regarding a company's ability to meet Surge and Sustainment (S&S) requirements for specific items identified in a solicitation.
The CAP consists of four primary sections. Section 1 captures Surge & Sustainment Coverage Capability data for items identified by Federal Supply Class (FSC), National Item Identification Number (NIIN), and Product Group Code (PGC). Respondents must provide the Maximum Weekly Requirement (MWR), unit of issue (UI), offered amount, offered interval, ramp-up time, initiation point, surcharge provision method, provision method, and end days for each item. Section 2 requires companies to describe any constraints or difficulties in meeting requested surge requirements, noting whether internal solutions or government assistance is needed. Section 3 is optional and allows companies to propose solutions and recommend government investments necessary to obtain S&S coverage capability, which may be pursued by the DLA Industrial Capability & Warstopper Program as an Industrial Capability Assessment (ICA). Section 3.2 includes a funding requirements table with multi-year cost details (Years 1-5) for recommended investments. Section 4 designates space for listing attached files. The template requires completion of company name, CAGE code, solicitation number, phase, issue date, and CAP completion date.
