About this file
This is a Capability Assessment Plan (CAP) template document used to collect information about a company's ability to meet Surge and Sustainment requirements for federal contracting purposes.
The CAP template is structured in four main sections. Section 1 requests Surge & Sustainment Coverage Capability data organized by Federal Supply Class (FSC), National Item Identification Number (NIIN), and includes fields for offered amount, offered interval, ramp-up time, initiation point, surcharge provision, method, and end days. Section 2 requires vendors to describe constraints or difficulties in meeting requested Surge requirements and identify whether internal resolution or government assistance is needed. Section 3 provides an optional area for proposing solutions and recommended government investments to obtain S&S coverage capability, including coverage details to be gained and funding requirements broken down by cost category and fiscal years (Year 1 through Year 5). Section 4 directs vendors to list any attached files. The template requires completion by vendors submitting offers to the Wood Products solicitation (SPE8E626R0003) for DLA Troop Support's Tailored Logistics Support Program covering Softwood Lumber, Hardwood Lumber, and Plywood Veneer (FSC 5510, 5520, and 5530). This is a 100% Total Small Business Set-Aside with an approved Nonmanufacturer Rule Waiver, and vendors must now submit the completed CAP with their offer rather than through the electronic WICAP system.
