Prior to each exercise the Contractor shall produce a Simulation Control Plan that identifies all workstation requirements, workstation relationships, Mission Training Center technical lay down, unit training plan, unit equipment requirements, and a listing of all augmentees, with duty descriptions, by work cell per Government direction. The simulation control plan timeline may change due to exercise requirements changing during the ELC planning events. The Contractor shall:

Develop and publish a simulation control plan (SCP) for all MCTP and Non-MCTP planned and executed exercises to include MCTP internal support requirements such as simulation operator / instructor training, simulation evaluation and testing, new equipment testing and fielding, and other Government specified events requiring the establishment of a simulation and/or analysis network utilizing MCTP Government provided equipment.

Provide personnel to attend scheduled SCP planning events, site surveys, exercise working groups and other planning requirements as specified by the Government.

Be directly responsible for the management and production of the SCP as directed by the S-37 and the MCTP Chief Information Officer (CIO).

Provide personnel at site surveys to assess availability of space at each facility provided, access to power at each facility provided, and capacity of available power to support required equipment at each facility provided.

Identify a point of contact (SCP Lead Contractor) to consolidate, compile, complete, update, and publish SCPs in accordance with Government established timelines and direction.

Provide a recommended apportionment of facility space for all Government directed requirements and a list of identified shortfalls in assessed power access, assessed power capacity, and surveyed square footage necessary to support the exercise. The Government Contractor in conjunction with the Government coordinates with site and facility Government representatives to mitigate Contractor identified SCP shortfalls.

Publish an initial draft of each required SCP by site no later than 5 calendar days from the end of after the Initial Planning Event (IPE) event or as directed by the Government.

Update the draft SCP with all changes directed by the Government prior to the Final Planning Event (FPE).

Participate in the SCP Working Group (SCP WG) at date, time and location specified by the Government.

Provide a copy of the updated draft SCP in a Government approved format to facilitate the review of all changes resulting from the FPE, validate apportionment of limited equipment, and capture all additional changes resulting from the SCP WG.

Schedule and provide a desk side pre-brief of the updated draft SCP resulting from the SCP WG to the DCoS Ops, S-37, COR, and support staff prior to the SCP decision board.

Facilitate the SCP decision Board at a date, time and location directed by the Government.

Publish the final draft SCP with all changes directed at the SCP DB in PDF format no later than 5 calendar days after the decision board, or as directed by the Government, for delivery to the MCTP Deputy Commander for approval and signature.

Verify shipping requirements a minimum of 10 days prior to any planned shipment.

Simulation Control Plan Format: The contractor shall provide at minimum the following documentation listed below when developing the SCP.

Contractor will develop and produce the SCP using the following guidelines and formats to facilitate standardization between all MCTP operations groups, sections, and external agencies.

All draft and final SCP documentation will be converted to PDF format when submitted to the government, all documentation submitted will use cover letter format and government provided templates.

Contractor shall use Microsoft Visio, Excel, Word, and PDF to develop detailed floor plans of all locations and building used during the exercise, to include Fort Leavenworth locations.

o Visio will be used to produce site, building, floor, and room layouts.

o Excel will be used to produce site, building, floor, and room equipment lists.

o Word will be used to combine both the visio and excel data into one document.

o PDF will be used when document is published.

Contractor shall use approved icon list provided by the government CIO/S6/S-3/S-37 section, icons will be used to identify required equipment and furnishings used during an exercise.

SCP icons and spreadsheets must be legible and detailed to meet MCTP exercise requirements.

All pages of the SCP will have standardized header and page numbers to facilitate updates and changes.

ENCL 3: Room Drawings and Equipment requirements section of the SCP will adhere to following format.

o Index Header page o Glossary of Symbols section o Overall Equipment roll-up o Main Site location overview with area map o Main Site locations with unit/training audience map o Main Site detailed list of buildings/rooms supported o Main Site equipment roll-up o Main Site Building/Room diagrams and individual roll-up o Secondary Site location overview with area map o Secondary Site locations with unit/training audience map o Secondary Site list of buildings/rooms supported o Secondary Site equipment roll-up o Secondary Site Building/Room diagrams and individual roll-up

SCP Changes/Updates: Contractor shall provide additional coversheet with all listed changes to initial SCP listing pages that were updated during the SCP development process. This will facilitate users reviewing updated versions.

Item 4. Enter Data Item Description (DID) number, military specification number, or military standard number listed in DoD 5010.12-L (AMSDL), or one-time DID number, that defines data content and format requirements.

Item 5. Enter reference to tasking in contract that generates requirement for the data item (e.g., Statement of Work paragraph number).

FOR THE CONTRACTOR

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort, but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data.

The Government's right to use the data shall be governed by the pertinent provisions of the contract.
