About this file
This is Amendment No. 1 to Solicitation CC-GRSM007-27, issued by the National Park Service for a concession contract to operate Smokemont Riding Stables within Great Smoky Mountains National Park. The amendment addresses five questions submitted by potential offerors and updates key solicitation documents.
The services required include guided horseback rides, wagon and/or carriage rides, vending operations, firewood and ice sales, camper convenience items, souvenirs, and souvenir photography. The estimated initial investment is $488,800, which includes horses and tack. Key responses to offeror questions clarify that: the Towstring pasture area is not available for concessioner use as it remains managed for the Service stock program; the barn and stall structures are temporary personal property and cannot be concreted; the rate approval method is Competitive Market Declaration; and the existing concessioner is not a preferred offeror under 36 C.F.R. Part 51. The amendment updates the proposal due date from August 26, 2026, to September 9, 2026. Additionally, the Proposal Instructions section was amended to remove language stating a preferred offeror exists, replacing it with language confirming that this is not a qualified concession contract and therefore no preferred offeror exists. The Service notes that consultant reports and studies used in developing the prospectus are protected by the deliberative process privilege under the Freedom of Information Act.

Service Responses to Offeror’s Questions on Solicitation No. CC-
GRSM007-27
Question 1-1: It is very important for the horses that they get some turnout time each day for their health and well being. Currently, as there is no pasture available, the stables doesn't have an area for them to be turned out for stretching and exercise.. At one time the Towstring pasture was available to the stables. Is it something that could be taken under consideration and added to the contract for the stables to have access to 1-2 acres of the Towstring pasture again just for turnout purposes? I have attached a pdf of the area I am referring to and highlighted the area.
Answer:
The identified pasture area near the Smokemont Riding Stables is currently utilized by and managed for the Service stock program within the Park. The Service may reevaluate this usage at a later date, though there are currently no plans to reassign this area for concessioner use.
Question 1-2: Is the vendor able to concrete the current stall barn floor and stalls?
No, the barn and stall structures at Smokemont Riding Stables are personal property that are temporary in nature.
Question 1-3: The Under exhibit 9 for the Estimated Initial Investment of $488,800, does that number include the horses and tack?
Yes, the estimated initial investment of $488,800 includes horses and tack.
Question 1-4: On Exhibit B of the operating plan under Rate Determination and Approval Process it states the rate approval method will be Competitive Market Declaration. However, I do not see that written in the draft contract as such. Can you confirm the rate method chosen is Competitive Market Declaration.
Yes, the rate method is Competitive Market Declaration for the services of the Draft Contract.
No method is specified in the Contract, but is described in the Operating Plan accurately.
Question 1-5: is the current vendor a preferred offeror. It states in the prospectus that he is not but the proposal instructions said he is.
The Service has determined, pursuant to 36 C.F.R. Part 51, that the Existing Concessioner is not a “preferred offeror” who is eligible to exercise a right of preference for the award of the Draft Contract.
