About this file

This document is an addendum to an invitation to bid (RFP# CCDPC2024-03) issued by the Caroline County Department of Planning and Codes for the design and construction of stormwater management and water quality best management practices at Denton Elementary School. The project includes the design and construction of six bioretention facilities, two rows of permeable parking lot aisles, a "Living Classroom" with conservation plantings, and the installation of native plantings in the front and tree plantings at the rear of the site. A mandatory pre-bid meeting was held on May 8, 2024, and questions were due by May 10, 2024, with a bid deadline of May 24, 2024, at 10:00 am.

The addendum updates the proposal form, relocates the design and permitting for the living classroom to a separate bid item, and provides clarification on questions related to the bioretention areas, permeable pavement, utilities, and stakeholder engagement for the living classroom. The successful bidder will be responsible for all permits and any damage to the existing drive aisle during construction. The project is funded by Caroline County and must adhere to the county's purchasing guidelines, including the potential for in-county preference.

ADDENDUM No. 1

CAROLINE COUNTY DEPARTMENT OF PLANNING AND CODES

DENTON ELEMENTARY SCHOOL DESIGN AND CONSTRUCTION OF STORMWATER MANAGEMENT

AND WATER QUALITY BEST MANAGEMENT PRACTICES

RFP# CCDPC2024-03

Addendum Date Issued: Wednesday, May 15, 2024 RFP Due Date: Friday, May 24, 2024 at 10 am

This addendum is intended to correct, change, add, delete, or supplement the bid documents and is hereby made part of the bidding documents on which the General Contract will be based. Acknowledge receipt of this addendum by number, date and initials on the Exceptions and Addenda page.

CHANGES

1. Replace the Proposal Form with the attached version. The design and permitting for the living classroom are removed from bid item 1 and moved to bid item 6.

QUESTIONS/ANSWERS

1. Question: Where is the living classroom going to go?

Answer: See the attached sketch with the proposed location of the living classroom. Note that ingress/egress from three doors on the back of the building needs to be maintained throughout the space. There is a memorial tree within the living classroom area that should be incorporated into the design if possible. If not possible, then it needs to be relocated. The memorial bench is located outside of the living classroom area and the assumption is that it should remain.

2. Question: What if the bioretention areas or other BMPs change size?

Answer: The size of the BMPs is based on the AECOM report and is bid at square-foot unit prices. If during design it is determined that the size of the BMPs will be different than the bid amount, then this should be discussed with Caroline County to determine whether larger BMP areas are affordable.

3. Question: Are there utility drawings available for the school property?

Answer: Only what was provided in the RFP attachments. The Design/build team will be responsible for coordinating utility locations with Miss Utility.

4. In the permeable pavement section it says " Surface and grading improvements will be made to the asphalt in the driving lanes to improve their connection to the porous pavers". Is this work in the scope of work?

Answer: No. The question is from the text in the Workplan that was for the purpose of the funding application. No surface or grading improvements to the asphalt in the driving aisle are expected as part of this project, however, the successful bidder will be responsible for any damage to the drive aisle during construction.

NOTES/SUPPLEMENTS

1. The successful bidder is responsible for all permits associated with construction and must be included in the bid.

2. The successful bidder shall use the Workplan for the location of the different design elements not the

AECOM plan, as stated in the bid attachments.

3. Two spec sections were updated after the initial posting: Info for Bidders and Special Conditions, which are dated 4/26/24. The changes to the sections were to clarify that construction will occur in the summer of 2025.

4. Denton Elementary cannot be accessed by bidders prior to the bid opening.

5. The bioretentions between the parking lot must have walkways across it to connect the parking lots.

6. Existing plantings may be removed from the front of the school where the native planting area is proposed, however, it is not required. Tall trees that will mature above the roof line are prohibited in the front of the school and in the living classroom.

7. The successful bidder design team will meet with teachers and other stake holders prior to the design of the living classroom to gain feedback of what they want in the design. Caroline County will organize the stakeholder meetings.

8. The school mascot is a dolphin.
