About this file

This document is an amendment to a request for information from the Department of Homeland Security Customs and Border Protection regarding unattended ground sensors and enabling technologies. It provides responses to questions from potential respondents about the scope of technologies in scope, revised deadlines and attachments. The amendment extends the response deadline to December 21, 2023 for interested parties to submit information on available sensor systems, backhaul communications capabilities, and secure networking technologies. It clarifies that the request seeks capabilities from all relevant technology providers, including those offering enabling components, and confirms that attachment E detailing potential demonstration scenarios does not need to be included in initial responses.

CBPUGS20141101 – CBP Unattended Ground Sensors and Enabling Technology

AMENDMENT ONE – Questions and Answers Document

1. We wanted to confirm that enabling technology providers could respond to this RFI and it wasn’t limited to responses from system level providers or integrators. Any guidance is appreciated. Also, the spreadsheet for Attachment B implies multiple spreadsheets in the workbook but only has the instructions page in my download. It appears to be missing additional tabs.

a. RESPONSE: See updated UGS RFI 20231109 Attachment B Capabilities and Technologies Available Rev 3.xlsx file for clarification

2. We are currently reviewing the CBP Unattended Ground Sensors and Enabling Technology RFI/Sources Sought and plan to submit a response. However, we respectfully request a 3-week extension to the November 30 due date to provide adequate time to provide all requested information. Will the Government consider extending the response deadline to Thursday, December 21, 2023?

a. RESPONSE: The response deadline is extended to 5 p.m. EDT on Thursday, December 21, 2023.

3. I had an issue with Annex B on the spreadsheet . The questions tab references “going to the appropriate spreadsheet in the workbook” to enter data, but I only see one worksheet titles questions. Is there an updated version to the doc.?

a. RESPONSE: See updated UGS RFI 20231109 Attachment B Capabilities and Technologies Available Rev 3.xlsx file for clarification

4. Attachment B -- Row 1: Question references workbook sections to fill out. There is only a single tab with questions. Should we create a tab to submit answers or is there a different version of Attachment B with additional workbook tabs?

a. RESPONSE: See updated UGS RFI 20231109 Attachment B Capabilities and Technologies Available Rev 3.xlsx file for clarification

5. Attachment B -- Row 6: Are public links required for additional documentation or will attachments be acceptable?

a. RESPONSE: See updated UGS RFI 20231109 Attachment B Capabilities and Technologies Available Rev 3.xlsx file for clarification

6. Attachment B -- Row 7: Question references supplying answers in columns D – F, however there are 5 questions to answer. Adding extra column will skew all subsequent answers. Does this matter?

a. RESPONSE: See updated UGS RFI 20231109 Attachment B Capabilities and Technologies Available Rev 3.xlsx file for clarification

7. Attachment B -- Rows 11 and 12 both reference column H for answers. Add additional columns?

a. RESPONSE: See updated UGS RFI 20231109 Attachment B Capabilities and Technologies Available Rev 3.xlsx file for clarification

8. Can the government please confirm that Attachment E does not need to be submitted with the RFI and will be completed upon selection of demonstrations?

a. RESPONSE: Yes, that is correct.

9. At Ultra I&E we provide Bump-in-the-Wire encryption module for integrated Ethernet and Wireless computing systems that allows sensors to connect securely and seamlessly to both cloud and global information grids in the U.S. Government and DoD. Is this RFI the right audience for Information Assurance and cyber security related technologies, or is there another RFI or platform more suited to specific interest areas?

a. RESPONSE: This RFI is considering all relevant capabilities available in industry, to include backhaul communications and secure network connectivity. If data is not utilized for the Unattended Ground Sensors program we will provide Ultra I&E’s information to the appropriate organization.
