About this file
This file is a supporting document related to a Maryland state and local contract opportunity for preventative maintenance and repair services on HVAC and heating systems. The procurement is a one-year Invitation for Bid (IFB) for preventative maintenance and repair of a rooftop R-22 refrigeration system and fuel oil furnace with hydronic and air heating capabilities located on the Eastern Shore in Kent County. The system is currently operational, and the previous contract has expired. The scope of work covers only the front building on the parcel; the back building with the maintenance yard is excluded from the bid. No subcontracting is permitted, and bidders must ensure that only experienced commercial technicians—not residential technicians—are assigned to service this legacy commercial system. No payment is required upfront; payment will be made following completion of work and submission of a commercial invoice.
Pricing is subject to a maximum parts markup of 10 percent, which bidders must factor into their labor costs. No travel time, mileage, or fuel surcharges are permitted. Only items listed on the bidder's price form will be included on invoices. Invoices under $5,000 may be paid by credit card if the contractor does not impose credit card fees; otherwise, the State of Maryland's standard payment terms are Net 15 by check for small businesses. The state offers free ACH transfer (direct deposit) as an alternative payment method.
