About this file

This is a Statement of Work (SOW) for the restoration of the Canyon Creek Stage Station, a historic 1874 structure located in Mountain Home, Idaho. The project, managed by the Bureau of Land Management (Idaho Region), requires the fabrication and installation of four entry doors and five single-hung windows with accompanying panels, trim, and hardware to restore the interconnected Residence and Guest House to their 1874 characteristics. The contractor must fabricate doors approximately 36" x 80" (1-5/8" thick) from Sapele Mahogany or approved equal species with white exterior high-performance acrylic latex paint (2 coats) and include threshold masonry repairs. Windows shall be approximately 38" x 62" single-hung units (1-3/8" thick) from Sapele Mahogany with tempered glass, interior pine paneling, and matching trim; the two dormer windows require additional gable face work including 2" crown molding and treated wood shingles. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties, include 28 GA galvanized steel flashing with mastic and urethane sealant, and use hardware (vertical rim locksets, brass hinges, door closers, and sash bolts) provided by the BLM. Installation requires supplemental support structures and polyurethane caulking at specified locations.

The contractor must demonstrate minimum five years of experience in historic building restoration with window and door fabrication credentials, such as preservation carpentry degrees or historic building restoration safety certifications. The performance period is 180 days from October 1, 2026 through March 31, 2027, with weekly progress meetings required at the project site. The contractor shall provide scaled shop drawings and product submittals for BLM approval (7 calendar days review) prior to installation, and must supply all necessary power, water, and sanitary facilities. Compensation is structured as a fixed-price lump sum for each line item (doors and windows), with monthly progress payments based on percentage of work completed and verified by the Contracting Officer's Representative. Final payment is made upon satisfactory completion, final inspection and acceptance, submission of all deliverables including photographs and documentation in PDF format, and contract closeout. The Contracting Officer's Representative is Matthew Pawlak (Boise District Office), and the BLM Archaeologist serving as Subject Matter Expert is Cameron Hogin (Four Rivers Field Office).

II. Historic Background

The historic Canyon Creek Stage Station was built in 1874 by Jack Slater for the Archibald Daniel family. The structure is located in a lava rock canyon and is constructed from hand cut 13-18” thick lava rock walls with mud mortar reinforced with horsehair. The station originally consisted of two interconnected buildings; Residence and Guest House, which held a living room and bedroom located on the main floor with three guest rooms upstairs. The Cookhouse is located to the rear of the Residence and Guest House and contained a kitchen and cellar. The area spanning the two buildings was a covered drive-through area for wagons and stagecoaches.

Canyon Creek Stage Station provided valuable services to travelers on the Oregon Trail, Kelton Freight Road, and the Overland Stage Route. It provided fresh horses and forage for the mail, stage lines, and travelers, as well as fresh fruit, vegetables, meats, and cool water in the sparse desert. The Daniels family operated the stage stop until the stage line ceased with the completion of the Oregon Shortline Railroad in 1884. The station was a working farm and home until December of 1976, at which time a fire heavily damaged the structure, leaving only the rock walls in place.

Subsequent owners of the historic Station, the Norstebon Family Trust, received grants from the Idaho Heritage Trust in 2012 and 2014 to begin initial planning, stabilization, and restoration of the site. Initial work was accomplished to stabilize and reconstruct the gable ends and a portion of the north rear wall of the structure. The site was gifted to the Bureau of Land Management (BLM) in October 2015. The BLM began restoration work in 2016, and the north wall of the structure was reconstructed. In 2017, the south wall was reconstructed. All work has been accomplished to stabilize and reconstruct the masonry walls and gable ends of the structure (Figures 2 and 3). The roof was completed in 2021 (Figure 4). Work will continue restoration efforts by adding the doors and windows based on plans and drawings created by historical architect Frederick Walters (see attachments).

III Project Requirements and Specifications

A. The project must be completed in accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (Attachment 1). Prior to the commencement of work, the COR and the contractor shall review and acknowledge the “Secretary of the Interior’s Standards for the Treatment of Historic Properties” Checklist. Progress payments will not be approved if there is any evidence that the work deviates from the Contract requirements, including the SOW and Attachments. At the Contracting Officer’s discretion, payment may be withheld until the Contract requirements are met.

B. Provide all labor, equipment, materials, and services required to perform the Work according to Frederick L. Walters’s “Canyon Creek Stage Station Restoration Project” Drawings (Attachment 2), additional detail sheets (Attachment 3) based on Walters’s plans, and the Specifications (Attachment 4). This Work includes, but is not limited to, the following:

1. Fabricate and Install Four (4) Entry Doors with Accompanying Panel and Trim:

Architectural Rendering of Door

· Due to the historic nature of the structure the contractor must be prepared to make adjustments to circumstances where door openings are not perfectly plumb. Field verification is required to obtain exact measurements.

· Door Thickness shall be 1-5/8”.

· Doors are approximately 36” x 80”, but field verification is needed.

· When material is not specified in plans, exterior wood material shall be Sapele Mahogany or equal species approved by BLM; vertical grain used for rails and stiles.

· Trim will match windows. Base measurements on the residual plaster of the upper right dormer window (Figure 5).

· Install 28 GA galvanized steel above the trim on the door head with mastic and urethane sealant.

· Polyurethane caulking to be applied.

· Installation of doors will require supplemental support structure. This will be hidden once the paneling is installed but may affect the dimensions of the finished opening.

· Finish not specified in plans. Primer shall be alkyd oil-based and the topcoat an exterior high-performance 100% acrylic latex (2 coats) to match windows and paneling.

· Color not specified in plans. Color shall be white, with final selection to be approved by the BLM.

· Installation of doors will require repairs to existing masonry thresholds at entrances, as shown in Attachment 3, D.1. Concrete sills shall be constructed with 4000 psi concrete with pea gravel and micro fiber.

· Door hardware will be provided by the BLM (see Table 1) and will be a vertical rim style lockset applied to door surface and jam (Figure 6). No morticing required. If lockset comes with a privacy lever, it must be removed so doors lock only with the key.

· Hinges will be provided by BLM (see Table 1) to include three - 3 ½” inch brass hinges per door with (2) loose butt, (3) knuckle, (3) flat screw, and ball finials (Figure 7). Hinges should be surface mounted on the interior of the doors.

· Each door will have one 1460 Series Door Closers, which will be provided by BLM (see Table 1). Door closers should be surface mounted and adjusted.

2. Fabricate and Install Five (5) Single Hung Windows with Accompanying Panel and Trim:

Architectural Rendering of Window

· Due to the historic nature of the structure the contractor must be prepared to make adjustments to circumstances where window openings are not perfectly plumb. Field verification is required to obtain exact measurements.

· (3) Main Floor Windows and (2) Dormer Windows 1-3/8” thick, approximately 38” x 62” all wood single hung windows, fabricated from Sapele Mahogany or equal species.

· Interior paneling wood shall be Pine – C & Better Select, as noted in Attachment 3.

· Dormer windows will require work on the gable face above the window trim header (see Dormer Gable Face Work below).

· Type of glass is not specified in plans. Glass shall be tempered glass for security and potential damage.

· Trim will match doors. Trim for all windows will be the same width, determined by the measurement from the window opening to the extent of the residual plaster located at the upper right dormer window (Figure 5).

· Polyurethane caulking to be applied, except at designated weep/drainage joints per Attachment 3 details.

· Install 28 GA galvanized steel above the trim on the window head and 24 GA galvanized steel below the sill with mastic and urethane sealant.

· Finish not specified in plans. Primer shall be alkyd oil-based and the topcoat an exterior high-performance 100% acrylic latex (2 coats) to match doors and paneling.

· Color not specified in plans. Color shall be white, with final selection approved by the BLM.

· Installation of windows will require supplemental support structure. This will be hidden once the paneling is installed but may affect the dimensions of the finished opening.

· Locking stops to be brass sash bolts. Spring Pins: 3 positions with closed, 3”, and 6” (Figure 8). Windows shall be locked into a fixed position to prevent unintentional opening and closing of windows. Sash Spring bolts shall be antique brass (to match rim lockset and door hinges) with a ball end, sized to fit the fabrication limits of the window. Figure 8 provides a pictorial representation of the sash bolt for reference.

Dormer Gable Face Work:

Architectural Rendering of Gable Face

· 2” crown molding to be placed on the triangular gable face above the dormer.

· Sapele Mahogany or similar species.

· Shingle inside of triangle with treated wood shingles to match the shingle side wall. Treated Shingles to be supplied by the BLM (Table 1).

· Install 28 GA galvanized steel Z metal above the dormer window between the crown molding and shingles. Mastic to be applied to seal.
