About this file

This is Amendment 0001 to Solicitation 140L2626Q0059, issued by the Bureau of Land Management (BLM) Idaho State Office HR&Administrative Services on September 9, 2026, with an effective date of September 9, 2026. The amendment adds Questions and Answers from a Site Inspection Tour held on September 1, 2026, and clarifies key requirements for offerors.

The amendment addresses critical evaluation criteria regarding historic-building restoration experience. The minimum five years of historic-building restoration experience required in Section IV must be held by the offeror as a company and cannot be satisfied solely through key personnel or qualified subcontractor experience. Window and door fabrication credentials listed in Section IV are examples of acceptable evidence, though preservation certificates, degrees, and safety certifications can strengthen applications. Contractor résumés, relevant historic-project examples, credentials, and current references must be submitted with the quotation. Site inspection attendance, while urged and expected per Section L.6, is not mandatory. The controlling period of performance is completion within 180 calendar days after notice to proceed. The solicitation closing date and time remain Monday, September 14, 2026, at 10:00 a.m. MDT. Quoters must acknowledge receipt of this amendment by completing blocks 8 and 15(A) through (C) on Standard Form 30 and returning a signed copy to the BLM ID State Office HR&Administration, 1387 S. Vinnell Way, Boise ID 83709.

LIST OF CHANGES: The purpose of this Amendment is to add the Questions and Answers from the

Site Inspection Tour held Tuesday, September 1, 2026.

1. Questions and Answers

Question: Must the minimum five years of historic-building restoration experience in

Section IV be held by the offeror as a company, or may it be satisfied through documented experience of key personnel or a qualified subcontractor?

Answer: Yes, the minimum five years of historic-building restoration experience in

Section IV must be held by the offeror as a company. This requirement ensures that contractors possess not only a thorough understanding of the Secretary of Interior

Standards for the Treatment of Historic

Properties but also proven experience applying these standards in real-world restoration projects. Because the work is highly specialized, it is essential that the company itself demonstrates a history of successful outcomes, rather than relying solely on the documented experience of key personnel or qualified subcontractors.

Question: Are the window and door fabrication credentials listed in Section IV examples of acceptable evidence, or are specific preservation certificates, degrees, or safety certifications required?

Answer: These certifications can strengthen your application, and, are some examples for reference.

Question: Should the contractor résumé, relevant historic-project examples, credentials, and current references be submitted with the quotation?

Answer: Yes.

Question: Is attendance at the September 1 site
