About this file

This document is a checklist requiring grantees and their contractors to acknowledge compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties prior to commencing work on historic property projects.

The checklist establishes nine mandatory standards that must be met: (1) properties must remain in historic use or be adapted to new uses requiring minimal changes to defining characteristics; (2) historic character must be retained and preserved, avoiding removal of historic materials or alteration of characterizing features; (3) properties must be recognized as physical records of their time, place, and use without creating false historical development through conjectural additions; (4) historically significant changes to properties must be preserved; (5) distinctive features, finishes, and craftsmanship must be preserved; (6) deteriorated historic features must be repaired rather than replaced, with replacements matching the original in design, color, texture, and materials when necessary and substantiated by documentary, physical, or pictorial evidence; (7) damaging chemical or physical treatments such as sandblasting are prohibited, with surface cleaning performed using the gentlest means possible; (8) significant archaeological resources must be protected and preserved, with any disturbance requiring mitigation measures undertaken by a trained archaeologist; and (9) new additions and adjacent construction must be designed for reversibility without impairing the essential form and integrity of the historic property. The document includes an acknowledgement section requiring signatures and titles from both the grantee and the grantee's contractor, along with dates, certifying familiarity with and compliance to these standards as they relate to the scope of work. Technical assistance is available through the IHT office for questions regarding proposed scope of work compliance.

“The Secretary of the Interior’s Standards for the Treatment of Historic Properties”

Checklist

Prior to commencing with the Scope of Work, the Grantee and its contractor shall review and acknowledge the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Recommendations and guidelines for compliance can be found at nps.gov. If you have any questions regarding your proposed Scope of Work in meeting the Standards, please contact the

IHT office. We are more than happy to provide technical assistance to ensure your project complies.

Please review the following checklist and acknowledge the Scope of Work follows these

Standards.

The property is in its historic use or is in a new use that requires minimal change to the defining characteristics of the building, its site, and environment.

The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided.

Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural element from other buildings, shall not be undertaken.

Most properties change over time; those changes that have acquired historical significance shall be retained and preserved.

Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize an historic property shall be preserved.

Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials.

Replacement of missing features shall be substantiated by documentary, physical or pictorial evidence.

Chemical or physical treatments such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible.

Significant archeological resources affected by a project shall be protected and preserved. If such resources must be disturbed, mitigation measures shall be undertaken by a trained archaeologist.

New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.

Acknowledgement

I acknowledge that I have read and understand the Secretary of the Interior’s Standards for the

Treatment of Historic Properties. Our contractor is familiar with and will comply with the Standards as they relate to the Scope of Work.
