The project scope includes traffic control, excavation, base stone placement, site restoration, and material sourcing for the widening of the roadway at lane mile 13.002. The contractor shall provide all labor, equipment, traffic control devices, and materials necessary to complete the work in accordance with TDOT Standard Drawings and Manual on Uniform Traffic Control Devices (MUTCD) standards. Specific work tasks include sawcutting and removing asphalt along the eastern edge of the road, excavating to accommodate 6.25 inches of asphalt and 10 inches of compacted base stone, placing compacted pug base stone in no fewer than two lifts to 100% density, demobilizing equipment, and seeding disturbed areas. The contractor must coordinate with TDOT's designated project representative and maintain communication regarding progress to enable TDOT to commence paving operations immediately upon completion of dirt work. TDOT retains final authority for inspection and approval, with any deficient work to be corrected at the contractor's expense.

All materials incorporated into the project must be sourced from either TDOT's Qualified Producer List or the Department of Transportation's Qualified Products List. Contractor experience with similar projects is not required as a qualification criterion, though subcontracting is permitted provided the respondent submits a list of subcontractors at bid time. The work is excluded from paving operations, which will be performed by TDOT forces following completion of dirt work. The contractor may perform work at any time subject to TDOT's traffic control schedule and lane closure restrictions outlined in the Standard Specifications for Road and Bridge Construction (January 1, 2021). No specific pricing terms, set-asides, response dates, due dates, award dates, or contract term information is provided in this specifications document.
