About this file
This is Amendment #1 to an Invitation to Bid (ITB #40100-13902) issued by the Tennessee Department of Transportation (TDOT) for the State Route 53 Road Widening Project in Cannon County. The amendment addresses five key questions and comments submitted by prospective bidders regarding project specifications and clarifies contractor responsibilities. The original ITB required written questions and comments by May 15, 2026, at 2:00 pm CT, with bids due by May 28, 2026. Mandatory on-site inspections are required prior to bid submission. The scope of work includes traffic control, excavation, base stone placement, asphalt removal, site restoration, and seeding of disturbed areas, with work to comply with TDOT Standard Drawings and MUTCD standards.
Amendment #1 provides critical clarifications regarding ditch relocation, rip rap stone installation, construction entrance removal, and street sign responsibilities. The amendment clarifies that the contractor is responsible for replacing the ditch in collaboration with the TDOT engineer but will not be responsible for installing or replacing rock at the bottom of the ditch. The contractor may remove unused driveway portions on the east side of the intersection and is responsible for removing street signs, while TDOT will handle reinstallation. The bidders list will be available during the Open File Period following the Notice of Intent to Award. Award will be made on a lowest-cost basis to the responsive and responsible bidder, with contractors required to be properly licensed Tennessee contractors and comply with prevailing wage requirements, insurance requirements including a minimum one million dollars per occurrence, and a payment bond equal to 25 percent of maximum liability.

STATE OF TENNESSEE
DEPARTMENT OF TRANSPORTATION
INVITATION TO BID (ITB) # 40100-13902
AMENDMENT #1 FOR CANNON COUNTY STATE
ROUTE 53 ROAD WIDENING PROJECT
DATE: 05/21/2026
ITB # 40100-13902 IS AMENDED AS FOLLOWS:
1. State responses to questions and comments in the table below amend and clarify this ITB.
Any restatement of ITB text in the Question/Comment column shall NOT be construed as a change in the actual wording of the ITB document.
Comments, Questions and Answers # ITB Section Question/Comment Answer 1 Specifications The scope of work does not address the relocation of the existing ditch. Will the ditch have to be recreated after the road is widened by the Contractor?
Yes, the Contractor will be responsible for replacing the ditch in collaboration with the TDOT engineer. On the west side there is ample room to push the edge of the road outward. On the east side of the road room is more limited, but the ditch placement will be obvious to the contractor (with TDOT engineer on-site oversight) as the land to the east of the road rises sharply. We are keeping the existing pipe that crosses SR-53 immediately north of the intersection
2 Specifications The scope says to seed and straw any disturbed dirt.
There is currently Rip Rap stone in the bottom of the ditch, does the RipRap need to be installed upon completion?
No, the Contractor will not be responsible for installing or replacing any rock at the bottom of the ditch.
3 Specifications It looks to be an old construction entrance that is currently blocked by a building. Does the entry in the center of the purposed work zone area get relocated or removed?
The contractor may remove any portion of the existing unused driveway on the east side of the intersection that currently meets the back side of the storage building.
4 Specifications Will TDOT be removing and reinstalling the street signs? It is currently not on the scope of work.
The Contractor will be responsible for removing the street signs. TDOT will be responsible for reinstallation. Please see updated Specifications section B.
