About this file
This is a Question and Answer (Q&A) document responding to contractor inquiries for solicitation CAFC-8-28-2026, an exterior painting project for the Dolley Madison House at the Markey National Court Complex in Washington, DC. The Q&A clarifies critical access and safety requirements, scaffolding restrictions, and compliance procedures. Contractors are permitted to use ground-supported exterior scaffolding and boom lifts/aerial work platforms, though scaffolding cannot be anchored to the historic building facade. Roof access is limited to chimney work only, with strict requirements to prevent damage to the slate roof and historic integrity. Suspended scaffolding or mast-climbing platforms cannot be anchored to the building. Contractors must submit scaffold/access plans, engineered drawings, fall-protection plans, and historic fabric protection plans for pre-mobilization review. Overnight equipment placement on H Street requires secure positioning to prevent upper-level access when contractors are not present. Sidewalk/entrance canopies and pedestrian protection are mandatory for work above occupied or public areas. All permits, signage, pedestrian control plans, and DDOT permits for sidewalk closures are the contractor's responsibility, along with associated costs for security clearances if required.
Bonding and insurance requirements include a 20% bid bond and 100% performance and payment bonds in accordance with the Full Miller Act Mandate. Insurance must include Workers' Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability at FAR minimum requirements. A small laydown/staging area is available in the courtyard. The Court will remove and store the rear courtyard fabric awning if requested. The government does not provide asbestos and lead survey reports or HSPD-12 security sponsorship; these are contractor responsibilities. Pump jack systems that attach to the building are prohibited, but ladder-only access and standalone boom lifts are permitted. The solicitation included an extended deadline to Friday, September 18, 2026, at 12:00 PM EST, with Q&A responses expected by Monday, September 14, 2026.

Response to Questions Submitted for CAFC Exterior Painting RFQ Prepared for: Solicitation CAFC-8-28-2026 Thank you for your interest in our Request for Quotation (RFQ) and for submitting your questions. Below, we have provided responses to each inquiry to clarify requirements and support your proposal preparation. We appreciate your participation and look forward to receiving your proposal.
1. Is the Contractor permitted to erect ground-supported exterior scaffolding around the Dolley Madison House for the duration of the painting work? Yes
2. If scaffolding is permitted, are there restrictions on scaffold anchorage to the historic façade? Please confirm whether scaffold ties/anchors may only be installed within mortar joints and whether any penetrations must be patched/restored following removal. Scaffolding may not be anchored to the building.
3. Is the Contractor permitted to use boom lifts / aerial work platforms in lieu of or in combination with scaffolding where site access allows? Yes
4. Are there designated locations where lifts or scaffold outriggers may be placed, particularly adjacent to historic paving, landscaping, areaways, or other sensitive site features? These may be used. Must be coordinated with the City permitting for use on the city sidewalks. They may not damage any landscaping, paving, etc.
5. May any portion of the existing roof be used for temporary access, fall-protection anchorage, staging, or suspended-scaffold support? If so, please identify approved locations and required roof/slate protection. Roof may be accessed by workers for chimney work. Anchoring of staging or suspended scaffold support is not allowed. Fall protection shall be provided in a manner so as to not damage the integrity of the roof and any damage shall be fully repaired.
6. If roof access is prohibited, please confirm that all upper-elevation painting is expected to be completed from exterior scaffolding and/or aerial lifts. See answer 5.
7. Are there any restrictions on swing-stage/suspended scaffolding, mast-climbing platforms, or other suspended access systems at this building? Items may not be suspended from the building.
8. Please confirm whether the Government requires the Contractor to submit a scaffold/access plan, engineered scaffold drawings, fall-protection plan, or historic[1]fabric protection plan for review prior to mobilization. Yes.
9. Please identify any areas where scaffolding or aerial equipment cannot remain in place overnight due to Court security, public access, emergency egress, or building operations. Items on H Street should be secured in a manner to allow no access to the upper levels of the building when the contractor is not on site or on break.
10. Please confirm whether sidewalk/entrance canopies, pedestrian protection, overhead protection, or temporary covered walkways will be required while work is performed above occupied/public areas. This is required.
11. Please provide the Asbestos and Lead survey report. The court does not have access to this report.
12. Will closure of the sidewalk require a DDOT permit be required? If yes, shall the contractor be required to provide a pedestrian control plan and signage? All permits and signage thus required are the responsibility of the contractor.
13. Can the fabric awning in the rear of the building be removed for scaffold access? If yes, is it the responsibility of the contractor to remove the fabric awning and reinstall? The fabric can be removed. The court will have it removed and stored if requested.
14. What are the bonding and insurance requirements? In accordance with the Full Miller Act Mandate, a Bid Bond of 20% of the bid price is required. Performance and payment bonds for 100% of the contract value are required. Insurance required in accordance with FAR Clause 52.228-5: Workers’ Compensation, Employer’s Liability, Commercial General Liability, and Automobile Liability at the minimum FAR requirement.
15. How should the contractor access the two rooftop chimneys? Contractor’s means and methods from the exterior of the building.
16. Who is responsible for removing and reinstalling the rear courtyard awning for scaffold access? The fabric can be removed. The court will have it removed and stored if requested.
17. Is a specific protection protocol required to safeguard the mural under the awning?
18. Would CAFC sponsor HSPD-12 clearance for 1-2 contractor staff after the award notice? CAFC does not provide security sponsorship. This is the responsibility of the contractor. Contractor would cover associated costs.
19. Would "court week" interfere with any after hours work mentioned in this contract? It is not anticipated to interfere with this project.
20. Is a small staging/laydown area available on-site, either in the building or the courtyard? A small laydown area can be made available in the courtyard.
21. Given the bollards around the building, is a boom lift permitted? Is a pump jack system allowed if it contacts the building? Or is ladder-only access required? Boom lifts are permitted – permits with the city for use on the city streets are responsibility of the contractor. Pump jack systems that attach to the building are not allowed. Ladders are allowed.
