Project Scope and Deliverables:

CLIN 0001 involves renovation of Building 206 laboratory, requiring removal and replacement of counters, sinks, counter-mounted utilities, asbestos abatement, epoxy flooring installation, and a new 2-ton ductless split HVAC unit. CLIN 0002 covers Building 233 breakroom and restroom renovation, including removal of existing fixtures, division of the restroom into two separate ADA-compliant rooms with new plumbing and electrical systems, concrete floor work, new cabinetry and fixtures, and epoxy flooring. Both projects demand coordination through the Contracting Officer's Representative (COR), with mandatory preconstruction meetings two weeks before work commences. The contractor must provide labor, materials, equipment, and all associated services to complete the work according to specified standards, including compliance with UFGS, UFC, IBC, IMC, IPC, NEC, and NFPA requirements. All materials must be new, manufactured and assembled in the United States, and meet or exceed manufacturer specifications. Key deliverables include product/material submittals (10 working days for review), equipment specifications for written approval, outage coordination following NBK instructions, environmental form acceptance, monthly invoicing with detailed Schedule of Values by project area, labor standard interviews per Standard Form 1445, and Operations and Maintenance manuals in specified formats. The contractor is responsible for asbestos and lead abatement compliance, environmental protection planning, hazardous waste management, quality control inspections, and all safety requirements per EM-385-1-1, with a mandatory one-year warranty on labor and materials. Contract administration requires a full-time site superintendent and Quality Control representative on-site for the project duration, electronic payroll processing system compliance, and comprehensive documentation of all work phases including as-built drawings and warranty certifications.
