About this file

This is a Statement of Work (SOW) for a construction project at Shadow Mountain Village Building 97 in Grand Lake, Colorado, managed by the U.S. Department of Agriculture (USDA). The base work consists of installing heat tape/cable systems on the roof, gutters, and downspouts on both the North and South sides of Building 97, reconditioning the electrical system to provide separate power to each side, and installing snow retention guards. The project also includes an optional bid item (CLIN 1001 Item 1) for repairing 200 square feet of damaged soffit.

The base bid work (CLIN 0001) requires the contractor to mobilize equipment and labor, install a 120/240 volt, 100-ampere sub panel to feed both heat systems separately, install 250 feet of heat tape/cable on each side following manufacturer specifications in a serpentine pattern on roofs and gutters, apply SB-190 sealant to prevent water intrusion, demolish existing heat trace conduit, and install S-5 Cologuard 2.0 metal roof snow guards or approved equivalent on both sides. The contractor must also provide demonstration and training to U.S. Forest Service staff. Key deliverables include a Project Plan and Safety Plan due within five business days of award, weekly status reports every Friday until contract expiration, a detailed work schedule two business days before work begins, product data sheets prior to acquisition, shop drawings five business days before electrical work begins, permits prior to electrical work, a demonstration upon completion of electrical work, and Operation and Maintenance manuals with warranties within 30 days of project completion. The contractor must assign a Project Manager and a Colorado-licensed electrician as key personnel, obtain all required permits, and comply with local codes. Work hours are 0830-1630 MSDT Monday-Friday, with access requiring prior authorization from the Contracting Officer or Contracting Officer's Representative.

Project

GAOA SMV Building 97 Heat Cable and Snow Retention

General Information

1.0 Scope of Work

The base work of this project consists of installing heat tape/cable to the roof, gutters, and downspouts on both the North and South sections of Building 97 located in Shadow Mountain Village. This work includes reconditioning the electrical system to separately provide power to the North and South sides of the building, effectively running electricity to the new heat tape/cable systems. An additional objective will be to provide new snow retention guards on both North and South sides of the building.

Option CLIN 1001 Item 1 will be an optional bid item for repairs of the soffit, where needed, on building 97.

2.0 Background

Building 97 has a large roof surface area that tends to accumulate a lot of snow, especially in this area of the Forest where snowfall averages over 130 inches a year. This accumulation of snow poses a threat to the structural integrity of the building and affects safety of the immediate surroundings due to falling ice and snow.

These additions and repairs will manage snow accumulation and will lead to better disposal of excess water, reduce stress on building roof and gutter systems, and increase safety of persons and property.

Contractor Requirements

3.0 Technical Requirements / Tasks

CLIN 0001 BASE BID ITEMS:

(1) Mobilization:

o Mobilize all necessary equipment, materials, machinery, and labor to the project site.

(2) Installation of North Side Heat Tape/Cable System:

o Install conduit from electric panel to the North side roof area of building 97, ensuring that voltage and amperage can sustain the electric load of Heat Tape/Cable system.

Install sub panel next to, and fed from, existing electrical panel to feed both heat systems separately at the North and South sides of roof. The sub panel should be 120/240 volt and 100 amp, or the minimum (as approved by CO) required electrical capacity needed to run both systems separately or simultaneously.

Demolish existing old heat trace conduit and appropriately dispose of rubbish.

o Install 250 feet of heat tape/cable, according to manufacturer’s specifications, on the North side of building 97. Heat tape/cable will run the entire length of the gutter and downspout, with the rest of the length following a serpentine pattern directly on the roof. (see diagram on attachment 11.1)

Installation of heat tape/cable will require application of SB-190 (or equivalent) on any piercing hardware to prevent water intrusions due to puncturing outer shell of building.

Work with CO-designated US Forest Service staff to perform a demonstration on operation and maintenance of system.

(3) Installation of South Side Heat Tape/Cable System:

o Install conduit from electric panel to the South side roof area of building 97, ensuring that voltage and amperage can sustain the electric load of Heat Tape/Cable system.

Connect to newly installed sub panel.

Demolish existing old heat trace conduit and appropriately dispose of rubbish.

o Install 250 feet of heat tape/cable, according to manufacturer’s specifications, on the South side of building 97.

(4) Installation of snow retention guards, according to manufacturer’s specifications, on both North and South sides of the building:

o Use S-5 Cologuard 2.0 metal roof snow guards (or equivalent as approved by CO).

o If existing snow guards are in the way of installing new snow guards, the contractor shall remove snow guards, seal any openings, and appropriately dispose of them.

OPTION CLIN 1001 ITEM 1:

(5) Repair 200 square feet of damaged soffit around building 97:

o Soffit shall match material and color of existing soffit (or equivalent as approved by CO).
