This is a Scope of Work Verification Form submitted by the Orange County Transportation Authority (OCTA) for consultant services supporting long-term planning and programming activities. The project requires technical assistance in federal, state, and local grant development and administration, including work related to Express Lane Excess Toll Expenditure Plans, Infrastructure Investment and Jobs Act (IIJA) funding programs, Senate Bill 1 (SB-1) funding, and emerging federal or state transportation funding programs. The consultant will provide guidance on future federal transportation legislation, state planning and programming policies, and legislative trends while advising on grant applications and responses to state and federal policies. The contract term is three years with an option for two additional years. The form is dated March 18, 2026, with requisition number PR R001698 submitted by the Planning Department.

The verification form certifies that the attached Scope of Work/specifications was independently prepared to invite fair competition without reference to brand names, unreasonable restrictions, or intent to favor any specific vendor. The document establishes general procurement rules requiring clear and concise scopes of work that identify all characteristics, specific tasks, and functions to be performed while meeting OCTA's requirements. The form notes that consultants are prohibited from writing or assisting in the development of Scopes of Work in which they may bid. FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
