About this file

This is a Level 1 Health, Safety and Environmental Specifications exhibit for RFP 250398 issued by the Orange County Transportation Authority (OCTA) for consultant services related to long-term planning and programming. The specification document establishes mandatory health, safety, and environmental compliance requirements that the contractor, including all subcontractors, suppliers, and employees, must follow throughout the contract term. The contractor is responsible for complying with all applicable OCTA Health, Safety, and Environmental Compliance (HSEC) requirements, project site requirements, bus yard and rail safety rules, and federal, state, and local regulatory standards. The specification emphasizes that the contractor bears sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work execution and conditions throughout the contract duration.

The specification requires contractors to develop and maintain all regulatory-required programs in accordance with applicable federal, state, and local regulations. Contractors must immediately notify OCTA's designated representative of any incidents, including property damage, Cal/OSHA recordable injuries and illnesses, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and any inspections or visits by outside regulatory agencies. Verbal notification must be followed by a written preliminary incident report submitted to the Authority's Project Manager within 24 hours. Serious injuries, serious incidents, recordable injuries or illnesses, or significant near-miss events may require formal incident investigation submittal and review at the Authority's direction. Repeated unsafe acts, serious violations of safety standards, or non-compliance with HSEC requirements may result in corrective action up to and including work suspension, site removal, or contract termination at the Authority's sole discretion.
