About this file

This is a Scope of Work Verification Form submitted by the Orange County Transportation Authority (Authority) in California for investment advisory and consulting services. The document establishes general rules and requirements for preparing scopes of work and specifications, requiring that SOWs provide clear and concise descriptions of all characteristics, specific tasks, and functions of services to be procured. The Authority seeks qualified consultants to provide investment advisory services to assist the Deferred Compensation Plan Committee in carrying out its fiduciary responsibilities. The project is budgeted at $225,000 for a five-year term. The verification form was completed and signed on April 8, 2026, with the Human Resources Department Manager/Director/Executive Director providing certification alongside the Project Manager.

The form requires certification that the SOW either was independently prepared to invite competition without reference to brand names or unreasonable vendor restrictions, or alternatively, that any brand name or equal descriptions were determined to be impractical or uneconomical under FTA Circular 4220.1F, with specific features and salient characteristics clearly stated for evaluation of equivalent proposals. The document emphasizes that consultants are prohibited from writing or assisting in development of scopes of work in which they may bid, and that industry, federal, state, and local government specifications should be used wherever suitable to promote efficiency and achieve lower prices.

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
