About this file
This is a Level 1 Health, Safety and Environmental (HSE) Specifications document for RFP 250382 issued by the Orange County Transportation Authority (Authority) in California. The specification establishes mandatory health, safety, and environmental compliance requirements applicable to all contractors, subcontractors, suppliers, and employees engaged in Authority work. The document outlines general HSE requirements, regulatory compliance obligations, and incident notification and investigation procedures that must be followed throughout the duration of contract performance. Contractors are responsible for identifying hazards, implementing appropriate controls, and maintaining safe work conditions. Non-compliance with these specifications, including repeated unsafe acts, serious violations of safety standards, or disregard for worker and environmental protection may result in corrective actions ranging from work suspension and site removal to contract termination at the Authority's discretion.
The specifications require immediate notification to the Authority's designated representative of all incidents occurring on Authority property, including property damage, recordable injuries and illnesses as defined by Cal/OSHA, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and inspections or visits by outside regulatory agencies including Cal/OSHA, DTSC, SCAQMD, State Water Resources Control Board, FTA, CPUC, EPA, and USACE. Verbal notification must be followed by written preliminary incident reports submitted to the Authority's Project Manager within 24 hours. Serious injuries, Cal/OSHA recordable injuries or illnesses, or significant near-miss events may require formal incident investigation and review as directed by the Authority. The contractor must develop and implement all federally, state, and locally required programs applicable to the work being performed.
