About this file

This is a procurement plan memorandum from the Orange County Transportation Authority (OCTA) for RFP 250382 regarding Deferred Compensation Plan Investment Advisory and Consulting Services. The Authority seeks a qualified consultant to provide investment advisory services to assist the Deferred Compensation Plan Committee in fulfilling its fiduciary responsibilities. The RFP was selected as the procurement method because evaluation criteria beyond price are necessary to select an appropriate consultant. The contract term is five years, effective November 1, 2026, through October 31, 2031, with no optional renewal years specified.

The total budget for this five-year contract is $225,000. The evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing/Project Organization (30%), Work Plan (30%), and Cost (20%). The contract type is firm-fixed price due to the specific scope of work detailing defined tasks and deliverables. The procurement includes retention requirements, prevailing wages, and liquidated damages provisions. The suggested evaluation team consists of five internal evaluators: Miranda Smith (Department Manager, Human Resources), Robert Davis (Department Manager, Treasury and Public Finance), and Greg Bych (Department Manager, Risk Management). Funding is provided through Local Measure M, with an independent cost estimate received and requisition number R002020 assigned. The project manager concurrence was provided by Miranda Smith on August 12, 2026, with section manager approval from Rebecca Abeyta on the same date.

INTEROFFICE MEMO

Date: August 12, 2026

To: Miranda Smith, Department Manager, Human Resources

From: Gina Torres, Senior Contract Administrator, CAMM

Subject: PROCUREMENT PLAN – RFP 250382 “Deferred

Compensation Plan Investment Advisory and Consulting Services”

Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments.

Procurement Type: RFP IFB

Justification: A Request for Proposals (RFP) was issued as the nature of the procurement demands that the evaluation criteria, in addition to price, be used to select a consultant to provide investment advisory services to assist the Authority’s Deferred Compensation Plan Committee in carrying out its fiduciary responsibilities.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 20%

Staffing/Project Organization 30%

Work Plan 30%

Cost 20%

Justification: The standard 25 percent for each criterion was not used for this procurement. Several factors were considered in developing these weights. Staffing and project organization, as well as work plan were weighted equally at 30 percent to emphasize the importance of providing expert investment consulting, compliance and administration consulting, and plan cost and fiduciary evaluation. It is imperative for the firm to demonstrate its understanding of the project scope, level of effort, and provide a detailed approach to completing the tasks and deliverables as listed in the scope of work. In addition, the proposed project team must have relevant experience and be well qualified to perform the tasks. Qualifications of the firm is weighted at 20 percent as the firm must have experience providing similar services to transportation agencies. Cost is weighted at 20 percent to ensure the Authority receives value for the services provided.
