Project C2027-05-B Addendum Two Summary

Addendum Two is a clarification document issued by Anne Arundel Community College (AACC) for Project C2027-05-B, AudioCodes Voice Services & Infrastructure Enhancement for Microsoft Teams Phone, dated July 13, 2026. The project seeks authorized AudioCodes resellers to provide voice infrastructure, licensing, managed services, and endpoint devices for the College's Microsoft Teams Phone environment. Key deliverables include AudioCodes calling plan services for 2,500 active users over 36 months, AudioCodes Live Device Management for 1,605 devices, SBC registered-user licensing, IP405HD phones (775 units), E911/Emergency Response Location audit services for 57 locations, six porting events for telephone number migration, and migration bundles for large (250-1,000 users) and medium (51-250 users) sites. Five days of project management coordination are also included. The contract term is 36 months with no renewal options mentioned.

Pricing must be valid for a minimum of 90 days from quote date. The 2,500 calling plan quantity represents estimated active users per month for evaluation purposes only and does not constitute a commitment to purchase. Bidders must provide pricing as specified in Revised Exhibit A without modifying spreadsheet formulas and must enter the total contract price exactly as calculated in cell J104. AudioCodes is responsible for implementation, integration, migration, managed services, and support, while the authorized reseller's responsibilities are limited to procurement, order fulfillment, delivery, invoicing, and warranty administration of endpoint devices. The College has not provided current-state environmental details, inventory information, or detailed migration sequencing; bidders must base pricing solely on the requirements and quantities specified in the IFB and Revised Exhibit A.

PROJECT NO. C2027-05-B

AUDIOCODES VOICE SERVICES & INFRASTRUCTURE ENHANCEMENT FOR

MICROSOFT TEAMS PHONE

ADDENDUM TWO

This Addendum Two is hereby incorporated into and is considered to be an integral part of Anne Arundel Community College Project No. C2027-05-B, AudioCodes Voice Services & Infrastructure Enhancement for Microsoft Teams Phone, dated June 18, 2026.

1.0 QUESTIONS

1.1 Question: I see in your bid for Audiocodes Voice Services & Infrastructure Enhancement for Microsoft Teams Phone that you are requesting proposals to be valid for 180 days. If we are unable to hold pricing that long as we can only hold pricing for 30 days from the day we quote this. Will we be disqualified?

Answer: The College will accept proposals with pricing valid for a minimum of 90 days. Pricing valid for only 30 days does not meet the College's minimum requirement.

1.2 Question: Revised Exhibit A lists Item 7.1 – CPLAN-DID/M with a quantity of 2,500 and a 36-month term, and Item 7.2 – CPLAN-PLAT-FEE/M with a quantity of 2,500 and a 36-month term. Please confirm:

1. Does the quantity of 2,500 represent 2,500 active calling plan users/DIDs per month for the full 36-month term, rather than an aggregate quantity over the contract term?

2. Is the 2,500 quantity a committed minimum quantity or an estimated quantity for evaluation purposes only?

3. Does the CPLAN-DID/M monthly fee include any calling minutes, such as domestic inbound, domestic outbound, local, or long-distance calling?

4. If minutes are included, what monthly minute allowance is included per user?

5. If minutes are not included, should usage charges be billed separately on a pass-through or pay-as-you-go basis?

6. How should bidders account for international calling, toll-free usage, SMS/MMS, fax, regulatory fees, carrier surcharges, E911 fees, and other usage-based telecom charges?

7. Please clarify how the 2,500 calling plan users/DIDs relate to the other licensing quantities in the spreadsheet, including SBC registered-user licensing and AudioCodes Live Device Management quantities.

Answer: 1.2.1 Does the quantity of 2,500 represent 2,500 active calling plan users/DIDs per month for the full 36-month term?

Yes. Bidders shall price Items 7.1 and 7.2 as shown in Revised Exhibit A.

1.2.2 Is the 2,500 quantity a committed minimum quantity or an estimated quantity for evaluation purposes only?

Quantities in Exhibit A are estimates for evaluation purposes only and do not represent a commitment to purchase.

1.2.3 – 1.2.6 Calling plan inclusions, minutes, usage charges, international calling, toll-free, SMS/MMS, fax, regulatory fees, surcharges, E911, etc.

Bidders shall provide pricing in accordance with the services and part numbers identified in Revised Exhibit A. The College has not established specific calling usage assumptions, minute consumption levels, or traffic profiles for evaluation purposes.

Any service inclusions associated with the quoted AudioCodes/Telnyx calling plan offering should be reflected in the bidder's pricing.

1.2.7 Relationship between 2,500 calling plan users and other licensing quantities The quantities shown in Exhibit A reflect separate pricing categories and should be priced as listed. Bidders should not assume a one-to-one relationship between calling plan quantities and other licensing, device-management, or SBC licensing quantities unless specifically indicated in the pricing spreadsheet.

1.3 Question: Revised Exhibit A includes six (6) Port-In events under Item 7.3 – CPLAN- PORTIN-CUST. Please clarify:

1. Which party is responsible for executing and managing telephone number porting: the Authorized Reseller, AudioCodes, Telnyx, or another carrier?

2. Approximately how many telephone numbers are expected to be ported?

3. Does the 2,500 calling plan quantity represent existing numbers to be ported, new numbers to be assigned, or a combination of both?

4. Will the College provide current carrier billing records, customer service records, BTN information, authorized-signer information, and other documentation required for porting?

5. Will the College provide completed Letters of Authorization (LOAs), or is the Authorized Reseller expected to prepare and coordinate LOAs?

6. Item 7.3 is described as a one-time, per-site, per-porting-event charge.

Please confirm the intended treatment of this line as a one-time charge rather than a recurring 36-month item.

Answer: 1.3.1 Responsibility for number porting Per the IFB, AudioCodes is responsible for onboarding, administrative integration, and technical integration of the calling plan services as part of the overall solution. Calling plan services are procured by the Authorized Reseller and provided through the third-party carrier.

1.3.2 Approximately how many numbers will be ported?

The College is not providing a specific quantity of telephone numbers for porting as part of this solicitation.

1.3.3 Existing numbers versus new assignments

The College is not establishing a required allocation between ported and newly assigned telephone numbers for purposes of this solicitation. Bidders shall price the requirements as identified in Revised Exhibit A.

1.3.4 Current carrier documentation

Yes, following contract award.

1.3.5 Letters of Authorization (LOAs)

The successful contractor, together with its carrier partners as applicable, shall provide and coordinate any required LOA documentation. The College will execute required forms as appropriate.

1.3.6 Treatment of Item 7.3

Yes. Item 7.3 is intended to be priced as a one-time charge.

1.4 Question: Please clarify the expected porting and migration approach:

1. Do the six Port-In events correspond to six migration waves?

2. Will telephone numbers be ported all at once, or will porting occur in phases by campus, building, department, or user group?

3. If phased, please provide the anticipated migration sequence and approximate number of telephone numbers included in each phase.

4. Are any cutovers expected to occur after hours or on weekends?

5. Who will coordinate Firm Order Commitment (FOC) dates, carrier cutover windows, and post-port testing?

6. Is AudioCodes responsible for developing and managing the migration and cutover plan, or is the Authorized Reseller expected to provide project management for porting activities?

Answer: 1.4.1 Do the six Port-In events correspond to six migration waves?

For pricing purposes, bidders should assume six porting events as reflected in the pricing spreadsheet.

1.4.2 – 1.4.3 Migration sequence and number distribution The final migration approach will be determined during implementation planning.

1.4.4 After-hours/weekend cutovers

Bidders should note that the pricing spreadsheet includes cutover and change-management services that expressly reference maintenance windows and after-hours work.

1.4.5 Coordination of FOC dates and carrier cutovers

Coordination responsibilities will be determined during implementation planning.

1.4.6 Migration project management

AudioCodes is responsible for implementation, integration, migration, managed services, and support for the AudioCodes solution.

1.5 Question: Revised Exhibit A lists Item 6.1 – AL-DM-IPP/M12 with a quantity of 1,605 devices. Section 11 lists 775 new IP phones. Please clarify:

1. What devices make up the 1,605 device-management quantity beyond the 775 new phones being purchased under this IFB?

2. Does the 1,605 quantity include existing phones, gateways, SBCs, or other devices already deployed?

3. Should bidders price 1,605 AudioCodes Live Device Management subscriptions regardless of the new phone purchase quantity?

Answer: 1.5.1 – 1.5.2 Composition of the 1,605 device quantity The 1,605 quantity represents the quantity to be priced for Item 6.1, AL-DM-IPP/M12, as identified in Revised Exhibit A. The College is not providing a detailed device inventory or device composition breakdown for bid purposes. Bidders shall base their pricing on the quantity shown in Revised Exhibit A.

1.5.3 Should bidders price 1,605 subscriptions?

Yes. Bidders shall price Item 6.1 using the quantity shown in Revised Exhibit A.

1.6 Question: Part number SW/SBC/10R/260-990/R appears in both the SBA section and the Cloud SBC Registration Licenses section. Please confirm:

1. Are both line items required and intended to be priced separately?

2. Is the College’s intent that both the primary Cloud SBC and the redundant SBA carry the registered-user capacity shown in Revised Exhibit A?

3. Or is the redundant SBA licensing intended to support only a failover or disaster-recovery subset of users?

Answer: 1.6.1 Are both line items required?

Yes. Both line items shall be priced separately as shown in Exhibit A.

1.6.2 – 1.6.3 Licensing allocation between Cloud SBC and SBA Bidders shall provide pricing in accordance with Exhibit A.

1.7 Question: Revised Exhibit A includes both: A Large Site Migration Bundle for 250–1,000 users and A Medium Site Migration Bundle for 51–250 users. Please confirm:

1. Are both migration bundles required, or is one included as an alternative?

2. How many sites are in scope for migration?

3. How do the Large and Medium migration bundles map to the six Port-In events and the 2,500 calling plan users?

4. Please describe what each migration bundle entails, the scope of work included in a single Large (8.2) and Medium (8.3) bundle, including the engineering hours, specific migration and cutover tasks, endpoint provisioning, testing, training, and documentation covered per bundle and, importantly, what is expressly excluded. Understanding the inclusions and exclusions is necessary so that all bidders price the same scope and so responsibilities that may fall to the Authorized Reseller or the College (rather than AudioCodes) are identified.

5. Items 8.1, 8.2, and 8.3 each state they include Engineering and Project Management, and Section 10 separately lists five (5) days of Project Management (Item 10.1). Please confirm these PM scopes are distinct and not double-counted, and clarify what the Item 10.1 project-management days are intended to cover relative to the PM already embedded in the migration bundles.

6. Is the migration bundle done by the reseller or AudioCode?

Answer: 1.7.1 Are both migration bundles required?

Yes. Both migration bundle line items are included in Revised Exhibit A and should be priced as listed.

1.7.2 Number of sites

The College is not providing a site count for bid purposes.

1.7.3 Mapping to porting events and users

Bidders shall price the migration bundles as listed in Exhibit A.

1.7.4 Scope of migration bundles

Bidders shall refer to the OEM product descriptions included in Exhibit A and coordinate directly with AudioCodes regarding the detailed scope of these services.

1.7.5 Project management overlap

Item 10.1 shall be priced separately as shown in Exhibit A.

1.7.6 Who performs migration services?

AudioCodes will perform implementation, integration, migration, managed services, and support.

1.8 Question: The IFB and Addendum One indicate that the Authorized Reseller is responsible for endpoint devices. Please confirm that the Authorized Reseller’s responsibilities for IP phones and accessories are limited to:

• Procurement

• Order fulfillment

• Delivery

• Invoicing

• Warranty administration

Answer: Yes. The Authorized Reseller's responsibilities are limited to procurement, fulfillment, delivery, invoicing, and warranty administration of endpoint devices and accessories.

Answer: 1.12.1 Coverage of 57 ERLs Bidders shall price the audit services as shown in Exhibit A.

1.12.2 Additional remediation

Any remediation requirements beyond the quantities specifically listed in Exhibit A would be subject to separate review and approval by the College.

1.13 Question: Carrier Account Ownership and Ongoing Support - Please clarify how the carrier account will be established and supported. Specifically:

1. Will the Telnyx/carrier account be owned by the College, AudioCodes, or the Authorized Reseller?

2. Who will be responsible for ongoing carrier account administration after go-live?

3. Who will provide carrier-level support during the 36-month contract term?

1.15 Question: Addendum One instructs bidders to enter the Total Contract Price exactly as calculated in cell J104 of the revised Exhibit A spreadsheet, while the original IFB pricing form references a different cell. Addendum One’s instruction appears to supersede the original IFB reference. Please confirm that bidders should use the Total Contract Price (36 Months) calculated in cell J104 of the Revised Exhibit A pricing spreadsheet.

Answer: Yes. Addendum One supersedes the reference contained in the original IFB. Bidders shall enter the Total Contract Price (36 Months) exactly as calculated in cell J104 of the Revised Exhibit A pricing spreadsheet.

1.16 Question: Also, please confirm whether bidders may correct or complete spreadsheet formulas as needed so that:

• Recurring monthly items are calculated as Unit Price × Quantity × 36 months

• Annual items are calculated according to the stated support term

• One-time items are calculated as Unit Price × Quantity

Answer: No. Bidders shall not modify, unlock, or correct formulas contained in the College's Revised Exhibit A Pricing Spreadsheet. The pricing spreadsheet shall be completed and submitted in the format provided by the College. If the College determines that a formula correction or spreadsheet revision is necessary, a revised pricing spreadsheet will be issued by written addendum and posted to eMaryland Marketplace Advantage (eMMA). Bidders are responsible for obtaining and downloading all addenda and revised documents from eMMA prior to submitting a bid. Contractors remain responsible for accurately completing the spreadsheet provided by the College and ensuring that the Total Contract Price entered on the Price Proposal form matches the Total Contract Price calculated in the College-issued pricing spreadsheet.
