About this file

This is an Addendum to a Request for Proposals issued by the Oregon Business Development Department (OBDD) for a Technical Assistance Program Consultant supporting the 2025-2027 grant program for underrepresented businesses. The addendum addresses four clarifications received from potential proposers prior to the December 30, 2025 question deadline. The RFP solicits a consultant to plan, organize, and facilitate quarterly and monthly meetings with 28 Program providers, conduct virtual peer learning sessions, and provide meeting logistics support estimated at three hours per month throughout the full contract term ending June 30, 2027. The consultant will coordinate five quarterly meetings (approximately two hours each), twelve monthly virtual meetings (approximately one hour each), and facilitate at least one learning cohort. Meeting documentation requirements include required audio recordings for absent attendees and concise note summaries focusing on action items rather than formal written products. Proposals must be submitted through the OregonBuys eProcurement system by January 9, 2026, at 12:00 p.m. Pacific Time, with optional presentations or interviews potentially scheduled the week of January 16, 2026, and a Notice of Intent to Award expected the week of January 23, 2026.

The addendum clarifies that proposers must define a reasonable learning cohort structure, including number of sessions and approximate group size, within their proposed budget aligned with Scope of Work objectives, as OBDD does not prescribe specific parameters. The price proposal attachment should be uploaded as a separate document to the OregonBuys system outside the provided Attachment A-G templates and must detail billing rates for all team members, estimated prices for each deliverable, and total project price. The proposed budget for this contract is $37,500, with one contract anticipated to be awarded. Evaluation will be based on Qualifications (45 points), Project Implementation Plan (45 points), and Price and Value (10 points), for a total of 100 possible points. The RFP encourages participation from certified small businesses, including disadvantaged business enterprises and minority-owned businesses, and offers a 10 percent price reduction for proposers performing all services entirely within Oregon.

Addendum 01 to Request for Proposals:

2025-2027 TA Program Consultant

OBDD RFP no. C2025677 OregonBuys no. S-12300-00015607

The Oregon Business Development Department received questions prior to the RFP deadline for official questions. These questions and responses are incorporated into the RFP as appropriate by their nature.

Thank you to all who asked for clarifications, and for your continued interest.

Questions and Responses to all questions and requests for clarification received before December 30, 2025, by 12 p.m. Pacific Time:

1. Monthly coordination and logistics support: In Section 2.4 (Scope of

Work/Specifications), the RFP notes that meeting planning and logistics support is estimated at three (3) hours per month (page 6). For planning purposes, can OBDD clarify whether this estimate is intended to apply throughout the full contract term through June 30, 2027, or primarily during months with scheduled quarterly and monthly convenings?

Response: The estimated three (3) hours per month for meeting planning and logistics support, as noted in Section 2.4 of the RFP, is intended to apply throughout the full contract term through June 30, 2027. This estimate is based on the expectation that there will be at least one meeting each month from the start of the contract through its conclusion.

2. Meeting notes and recordings: Section 2.4 references “note-taking/recording, and follow-up” as part of meeting logistics (page 6). Can OBDD clarify expectations for meeting documentation, such as whether notes are intended to be concise summaries and action items versus more formal written products, and whether recordings are required or optional?

Response: Recordings of meetings are required so they can be shared with individuals who are unable to attend. The note-taking requirement is meant to focus on short summaries and things to do, not formal, detailed written products. This approach makes sure that important decisions and next steps are written down and easy to follow up on.

3. Learning cohort scope: Section 2.4 indicates that the consultant will plan and facilitate a minimum of one (1) learning cohort for small groups of TA Providers

(page 6). For alignment in proposals, does OBDD have an anticipated range for the number of sessions and approximate cohort size, or should proposers define a reasonable cohort structure within the proposed budget?

Response: OBDD does not have a set number of sessions or group size. We expect proposers to define a reasonable group structure, including the number of sessions and approximate size, within the proposed budget and in alignment with the objectives outlined in the Scope of Work.

4. Price and Value: Section 3.3.9 States "Proposers shall submit a separate attachment detailing their Price Proposal stating billing rates for all team members, estimated price for each deliverable, and the total price for the entire project."

Where should this attachment be uploaded to the OregonBuys system? It is currently not included in Attachments A-G.

Response: As stated in Section 3.3.9 of the RFP, “Proposers shall submit a separate attachment detailing their Price Proposal stating billing rates for all team members, estimated price for each deliverable, and the total price for the entire project.” The attachment should be uploaded into the OregonBuys system as its own separate attachment and is not one of the provided Attachment documents “A-G”.

For directions on submitting documents into OregonBuys, please refer to section 4.5 of the RFP.

Thank you for your continued efforts and interest.
