The selected consultant will plan, organize, and facilitate quarterly and monthly meetings with a cohort of 28 Program providers, as well as conduct virtual peer learning sessions for business advisors and staff. Deliverables include five quarterly meetings (approximately two hours each), twelve monthly virtual meetings (approximately one hour each), and at least one learning cohort for small groups of providers, with an estimated three hours per month dedicated to meeting logistics including agenda development, scheduling, note-taking, and follow-up. The original proposal submission deadline was January 9, 2026, at 12:00 p.m. Pacific Time, with optional presentations or interviews scheduled for the week of January 16, 2026. The Notice of Intent to Award was issued on February 11, 2025, with Bricks Need Mortar identified as the apparent successful proposer based on highest scoring results. The contract term extends through June 30, 2027, with the Agency reserving the right to amend the contract for additional time and reasonably related services.

The proposed budget for this contract is $37,500, with a single contract anticipated for award. Evaluation criteria weighted Qualifications and Project Implementation Plan at 45 points each, with Price and Value at 10 points for a total of 100 possible points. Minimum qualifications required at least three years of relevant work experience from projects within the last five years. The RFP encouraged participation from certified small businesses, including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, veteran business enterprises, and emerging small businesses through joint ventures or subcontracting. The Agency offered a 10 percent price reduction preference for proposers performing all services entirely within Oregon. All proposers were required to be registered vendors in OregonBuys and licensed to do business in their respective state and Oregon.
