About this file

This document is a Questions and Answers (Q&A) memo for Contract OMH01-C202439-3650771, issued by the New York State Office of Mental Health (OMH) for Limited Preventive Maintenance (PM), Emergency Response, and Repair of HVAC and Ancillary Equipment at the NYCCC - Queens Campus. The Q&A addresses six specific questions from potential bidders regarding contract requirements, including clarifications on filter provisions for walk-in coolers/freezers, refrigerant coverage, maintenance expectations for unit heaters and reheat coils, and replacement of CHW expansion joints. The document provides detailed responses referencing Appendix D, Exhibit B, and indicates that a mandatory site visit was conducted where vendors could photograph and measure equipment.

The Q&A memo reveals that the contract includes 30 lbs of refrigerant of any type per contract year, and most maintenance tasks are limited to emergency response and time-and-materials repairs. No preventive maintenance is required for cabinet unit heaters or reheat coils, though they are included for potential failure remediation. The contract term spans from March 1, 2026, to February 28, 2031, with significant set-aside goals including 16% Minority-owned Business Enterprises (MBE), 14% Women-owned Business Enterprises (WBE), and 6% Service-Disabled Veteran-Owned Business (SDVOB) participation. The procurement allows for time and material proposals with a $10,000 annual material allowance and a fixed 10% material markup, with the contract to be awarded to the lowest responsible and responsive bidder meeting mandatory requirements.

OMH01-C202439-3650771

Limited PM, Emergency Response & Repair of HVAC and Ancillary Equipment

Questions and Answers

# Question Answer

1 In the bid documents, it specifies that we need to provide filters for the walk in cooler / freezer units

These do not typically have filters, what are we needing to provide for this?

There are some units serviced under OMH Service contracts that have filter. None of the walk-in cooler or freezer equipment included in C202439 are equipped with filter. During PM service this area can be marked as N/A.

2 In the bid documents, it states that we need to cover 30 gallons of refrigerant as well as 5 gallons of glycol

What refrigerant would need to be covered for this? R-22, R-134A, multiple different kinds?

Appendix D, Exhibit B, contains a list of all the equipment served in the contract and what refrigerant is utilized.

The contract is inclusive of 30 lbs of refrigerant of any type each contract year.

3 In the bid documents, it states we need to do PM on the cabinet unit heaters

What would be the scope of work expected for the PM on these units? Would it be a visual inspection?

No PM is required to be performed on cabinet unit heaters per the Bid Package.

All unit heaters that are included on the contract equipment list (Appendix D, Exhibit B) are included in the event there is failure that needs to be remediated through T&M.

4 On page 37 in the bid documents, it states we need to provide a replacement of the CHW expansion joints (rubber)

Further clarification required (nameplate, dimension information, pictures)

All OMH contracts include a mandatory site visit where vendors are able to photograph and measure equipment included in the contract. Vendors were brought to the expansion joints specifically during the walkthrough.

Please use the information provided in Appendix D to specify an equivalent for bidding purposes.

5 On page 33 in the bid documents, it states we need to test / analyze the oil and refrigerant for the split systems

These units are typically too small to pull oil and refrigerant from the unit for analysis purposes.

What means are preferred for this task

The tasking on Page 33 is a continuation of the DX RTU PM, specifically the Fall Seasonal Cooling Shutdown / Heating Startup.

This is not tasking for split systems.

6 In the bid documents, it states we need to provide PM for 77 reheat coils

What are the expected maintenance requirements for these coils? (visual inspection or physical inspection)

For these coils, is the portion of the piping from the valve to the controller considered the BMS contractors responsibility?

What is the location, height, and access to these coils? Will two technicians be required for ladder usage (safety standard)

No PM is required to be performed on reheat coils per the Bid Package.

All reheat coils that are included on the contract equipment list (Appendix D, Exhibit B) are included in the event there is failure that needs to be remediated through T&M.

The associated valved and piping are included as needed.

Reheats are located above ceiling in the ductwork.
