About this file

This is a Questions and Answers document for solicitation #75N99025R00006 from the National Institutes of Health (NIH) regarding the development of As-Is and Construction Inspection Process Maps. The document contains 20 questions and answers clarifying various aspects of the solicitation.

Key details revealed include: the work will be performed virtually using Microsoft Teams for meetings and secure file transfer; NIH will provide REVIT models and PDF files of the target building; the period of performance is expected to be 3 weeks for map development with potential extension for report completion; no travel will be reimbursed; the process maps will be used to implement internal processes going forward across the Bethesda campus (9000 Rockville Pike); and the work involves reviewing code compliance across all building, electrical, structural, fire, and mechanical codes. The bid sheet references are clarified to only require Division 1 pricing, and while specific personnel positions are listed (Project Director, Senior/Junior Engineers, etc.), these are not required but rather used for estimation purposes only.

Title: As-Is and Construction Inspection Process Map Notice ID: C200635 Solicitation #: 75N99025R00006

1. Is the Bid Sheet that NIH attached to this solicitation the correct version? (The current bid sheet has a project type of construction, an extent of work as renovation, and a request for a facility cost estimate. These features do not seem to match the SOW that requests two AS-IS process maps, which is more consulting than construction.)

The Bid Sheet is just a standard one used for these types of projects. In this case only the “Division 1” portion would be utilized for pricing.

2. If the currently attached Bid Sheet is accurate, can NIH describe, in clear detail, how it would like vendors to fill it in, especially the sections that break down the divisions?

See answer to question one.

3. Would NIH like vendors to submit their technical and price proposals together or in separate volumes?

Please provide both proposals together.

4. Can NIH confirm that the vendor will have full access to designated stakeholder personnel (NIH, A/E, and Construction Contractor) and that those individuals will respond promptly to all project requests?

There are no A/E or contractor involved for this project. NIH will respond promptly to all project requests.

5. Scope of Work Item 5. Timeline (page 3) says the process map development should take three (3) weeks. NIH also asks for a final report. Can NIH extend the total period of performance by ten (10) business days to account for the report development after the three-week map development period?

This will be determined on an as need basis after award.

6. The period of performance in the SF1449 starts on 1/13/25. This is also the submission due date. Does NIH expect to award this contract the same day as the submission, or will the client alter the PoP post-award?

The timeline provided is intended to give an idea of expected completion times, the start date will be updated on award.

7. Do NIH and other stakeholders expect the vendor to complete the work virtually?

Yes, NIH will provide REVIT model and PDF files of the model building targeted to develop the process map.

8. What meeting and file-sharing tools will be supported if the work is remote, and who is expected to provide them?

Microsoft Teams will be utilized for meetings and secure file transfer for sharing files.

9. Will NIH reimburse travel for any onsite work?

NIH will not be reimbursing for travel. Proposals should cover all projected costs needed to complete the project.

10. What construction, project, or inspection management software does NIH use that we may encounter during our mapping activities? (Also, are they COTS or custom-developed systems)

The Proposal shall include your Application, and the requirement for your application is that it should be open source.

11. Please send us the existing drawings of the campus.

We will provide the Successful Vendor with Revit Model and PDF file of Only One Building we call it the Pilot Project.

12. Along with the address of the campus NIH main campus is located at 9000 Rockville Pike, Bethesda, MD 20892.

13. Is the NAICS Code designation of 541370 - Surveying and Mapping (except Geophysical) Services correct? Could this project fall under 541330 - Engineering Services or 541611 -Administrative Management and General Management Consulting Services?

The NAICS Code used is to narrow the focus on what exactly is expected and needed. If needed, the NAICS Code can be adjusted based off of final awardee and Government needs.

14. Regarding Scope of Work bullet #1: please confirm what documentation / construction processes will be provided for contractor analysis.

REVIT, DWG files and equipment list in target building will be provided for analysis.

15. Regarding Scope of Work bullet #1: is travel requested for analysis of current construction processes, or does the SOW imply an online review?

It will be an online review.

16. Confirm the meaning of “code compliance” - is this building code, electrical code, structural code, fire code, mechanical code or all of the above?

All of the above.

17. Will these process maps be created for one project in particular or as a way to implement internal processes moving forward?

As a way to implement internal process moving forward.

18. The Estimated Cost Bid Sheet (Summary) outlines five positions: Project Director, Senior

Project Manager, Junior Electrical Engineer, Senior Electrical Engineer, and Estimator.

However, the SOW does not specify these positions as requirements. Please confirm if these personnel are required.

Personnel are not required; description is used for estimate.

19. Please confirm the applicable Project Details as outlined in the Estimated Cost Bid Sheet

(Summary) - such as GSF, extent of work, etc.

GSF not applicable. However, this project covers instructions for all buildings in the Bethesda campus

20. Confirm the applicable information to insert in Divisions 02-16 for the Estimated Cost Bid Sheet (Summary) as this solicitation does not include construction of these items.

Confirmed no construction involved in this project. (Clarification also provided in response to question one.)
