TNF IT Upgrade Products

Supply Buy Tongass Agency Dedicated Internet Service Extension

1.0 General

The purpose of this purchase is to upgrade equipment to extend Agency Dedicated Internet (ADI) service to all systems and users requiring the service, throughout multiple facilities on multiple Ranger Districts on the Tongass National Forest (TNF), Alaska.

2.0 Description and Specifications

The contractor shall provide the following items:

Plywood backboard: Fire-retardant-treated in accordance with Section 2303.2 of the International Building

Code, 2024 edition. ¾ inch thick, 4 ft x 8 ft. Either CDX interior fire treated, or ACX fire resistant. Include 1/2 gallon of light gray fire-retardant paint per sheet of plywood.

Fasteners for backboard: 8 or #10 wood screws. Length: sufficient to allow at least 1-1/4” of thread into the stud. Verify drywall thickness prior to ordering. Minimum of 15 fasteners per backboard.

Cabinets: Manufacturer-assembled four-post frame enclosed by side and top panels and front and rear doors, designed for mounting telecommunications equipment. Width compatible with EIA/ECIA 310-E, 19-inch equipment mounting with an opening of 17.72 inches between rails. Enclosed, swing out, 12U. Wall mount. Material: aluminum or steel. Finish: Manufacturer’s standard, baked-polyester powder coat. Depth:

Coordinate with depth of the UPS. Back pan depth: 6”. Color: black. Load rating: 150 lbs. Door style:

Tempered glass. Lockable front door. Louvered side panels. Cable access provisions, top and bottom.

Grounding lug.

Rack, wall mount, 12U: Swing gate wall mount rack. 19” EIA width, 24” depth. Basis of Design:

Chatsworth Products 11790-725.

Rack shelving: 2U 19-inch universal vented rack mount cantilever fixed server cabinet shelf 18-inches deep.

Uninterruptible power supply (UPS): Single phase. Double conversion with pure sine wave. Input: 120V.

Output: 120V. Rack mount. 200W, 300W, and 400W sizes: minimum 4x 5-15R outlets. Larger sizes:

minimum 6x 5-15R outlets. Max configurable power (watts): Per attached table.

Patch panel, Cat 6A: 24 port Cat 6A shielded 1U 19” 10G ready. Basis of Design: TRENDnet 24-port Cat6A Shielded 1U 19” Patch Panel.

Rack bonding busbar, including hardware kit: 19”. Basis of Design: Chatsworth Products 10610-019.

Rack bonding jumper kit: 9'L (2.7 m) #6 AWG stranded copper conductor insulated green, two-hole compression lug with ¼” bolt holes spaced at 5/8” centers. ¼-20 zinc plated serrated flange hex nuts.

Packet of aluminum antioxidant joint compound. Constructed of UL Listed components, Category KDER.

Basis of Design: Chatsworth Products 40159-008. Include six insulated cable clips that fit #6 AWG.

Telecommunications ground bus bar (TMGB): 2-inch x 10 inch, 8D, insulated, with standoffs, Basis of Design: Hubbell Premise Wiring HBBB14210A. Provide proper lugs for irreversible crimp style bonding to Facility’s grounding point. Provide lag screws to fasten TMGB to wall, screw length to allow at least 1-1/4” of thread into stud. Verify drywall thickness prior to ordering.

Grounding cable: AWG 1/0 stranded, green jacketed ground cable with two-hole, long barrel (double crimp) grounding lugs on each end of the ground cable. Length: 50 ft. For each cable, include two terminal bolts, two terminal nuts, and twelve insulated cable clips that fit AWG 1/0, with fasteners.

Galvanized steel rigid metal conduit (RMC): UL-6 listed, electrical rigid metal conduit or ERMC-S, galvanized steel interior and exterior, threaded connections on both ends, coupling on one end, 0.276 inch minimum wall thickness for 1-1/2 inch nominal size.

Utility marking posts: Weather-resistant, lightweight, UV resistant, temperature stable, such as fiberglass or equal. Label text: “Caution – Fiber Optic Cable Buried Below”, or approved equal text. Length: 72 inches. Width: 3-3/4 inches. Color: Orange. Retroreflective label.

Outdoor fiber optic distribution enclosure: 16 adapter (1-32 fiber) premium heavy duty water-resistant outdoor IP65 rated wall mount/pole mount fiber optic distribution enclosure with wire management, locking door with key by QuickTreX or CO-approved equal. Provide six (6) LC UPC duplex singlemode adapters. Provide pole mount hardware option, if listed in the attached table. Material: Black PC + ABS. 2 large in / 16 small out cable grommets. Cable ties and mounting screws. Cable management clips.

Continuous hinge outdoor enclosure: Continuous hinge, solid cover. Cover gasket: seamless polyurethane, poured in place, or equal. Closure method: quick release latch. NEMA enclosure rating: 4X.

Material: fiberglass, stainless steel, or aluminum. Minimum nominal depth: 10 inches. Minimum nominal height: 18 inches. Minimum nominal width: 16 inches. UL Listed.

Hole saw: Diameter per attached table. Bi-metal. Minimum 3.5 teeth per inch. Include 3/8 inch arbor and pilot bit.

Exterior wood screws: Length and diameter per attached table. ACQ-rated, such as stainless steel, hot-dipped galvanized or ACQ-rated coating. Exterior grade.

Concrete anchor screws: Hex head. Shank diameter: ¼ inch. Length: 2-1/4 inch. Climaseal coating or stainless steel.

Concrete drill bit: Manufactured for drilling holes in concrete. Shank style: ¼ inch hex. Bit diameter: 3/16 inch. Bit length: 4 inch minimum, 6 inch maximum.

Sealant: Exterior grade. Waterproof. Compatible with PVC, fiberglass, and wood. 10 oz cartridge.

Threaded conduit adapter: Size per attached table. PVC. For use with Schedule 40 PVC electrical conduit. Male threads.

Insulated plastic bushing. Size per attached table. For use with PVC electrical conduit. Threaded. UL

514B listed. Female threads.

Heat shrinkable cable breakout boot for 2 inch Schedule 40 PVC electrical conduit, for use with fiber optic cable and telephone cable. Material: Polyolefin. Standards: RoHS, REACH. Dimensions per attached table. Basis of design: 3M, Electriduct, Raychem, or CO approved equal.

Entry boot assembly: 4-inch diameter. With ports for at least one 10 mm fiber cable. Spare holes acceptable, must come with plugs. Heliax FiberFeed or CO approved equal.

Entry panel: 2-port wall entry panel with 4-inch diameter holes. Material: aluminum. Andrew 204673-2A or CO approved equal.

Entry port cap: 4-inch blank snap-in entry port cap. Andrew CAP-4 or CO approved equal.

Fasteners for points of entry: Galvanized steel, stainless steel, or aluminum. Material to be compatible with all metal with which the fasteners make contact, or else isolated with non-metallic, non-corroding bushings and washers.

Head flashing: Galvanized steel or stainless steel. 24 gauge minimum. Vertical leg: 3 inches minimum.

Angle between vertical and horizontal legs: 100 -105 degrees. Horizontal leg: 2 inches. Drip leg: ¼ inch, crimped edge.

Fiber drop clamp: Material: Stainless steel or aluminum. Size: Compatible with ¼ inch steel messenger figure 8 aerial fiber optic cable, as specified in this project. Mechanical strength: 450 lbs minimum.

Screw hook: Q-hanger pigtail screw hook for aerial cable hanging – galvanized steel – ¾ inch hook, ¼ inch diameter, with 2-1/8 inch thread, by QuickTreX or CO approved equal.

Cable clips, exterior: Exterior grade. Sized for aerial fiber optic cable with messenger cable. Suitable for fiber optic cable. Nail or screw to attach to wood siding.

Cable clips, interior: Sized for 6.5 mm outside diameter cable. Nail or screw to attach to wood and drywall.

Aerial fiber optic cable marker: High visibility paneled aerial cable marker. Stock imprint: Caution Fiber

Optic Cable. Approximate size: 1-3/4” high x 4 inch long. Fits cable size of 3/8” minimum. Adjustable.

Fiber optic cable, direct burial: 12 strand outdoor (OSP) armored direct burial rated singlemode custom pre-terminated fiber optic cable assembly, LC to LC, pulling eye both ends. No splices. Length per attached table. ISO 9001 certified. TAA compliant.

Fiber optic cable for aerial fiber bridge: 12 strand outdoor aerial with messenger singlemode custom pre-terminated fiber optic cable assembly, LC to LC, pulling eye both ends. No splices. Length per attached table. ISO 9001 certified. TAA compliant.

Fiber optic cable: 12 strand, indoor/outdoor plenum rated micro armored singlemode 9/125 custom pre-terminated fiber optic cable assembly, LC to LC, pulling eye both ends. No splices. Length per attached table. ISO 9001 certified. TAA compliant.

Fiber optic enclosure: 2U fiber optic rack mount enclosure – 6 slots for LGX compatible adapter panels or cassettes, supports up to 144 fibers, fits 19-inch racks, secure fiber management solution. Basis of Design: ICFORE62RM.

Fiber optic panel: Patch panel with 12 pcs LC/LC UPC duplex single mode fiber optic coupler adapters.

Fiber optic patch cables: LC/UPC to LC/UPC 3.0mm simplex yellow riser OFNR fiber patch cable, Corning SMF-28 singlemode 9/125um OS1/OS2 compatible ultra optical fiber.

The contractor shall provide manufacturer’s specifications and product details, operation and maintenance (O&M) manuals, and warranty information for all items no later than 15 business days after contract award.

All items shall include manufacturer’s warranty against manufacturing defects and workmanship.

3.0 Delivery Information

The contractor shall deliver all items using Free On Board (FOB) destination to the following address no later than 30 May 2026.

The contractor shall notify the CO and COR at least 48-hours prior to delivering the items. No partial shipments will be accepted. No full payments will be authorized until all items have been delivered, inspected, and accepted by the government.

4.0 Inspection and Acceptance

All inspections will be conducted at the delivery locations specified in Section 4.0 of this document. A Government Technical Monitor (GTM) or Contracting Officer Representative (COR) will be responsible for inspection of the items delivered under this contract to ensure compliance with the terms, conditions, and specifications of the subject contract. The GTM and/or COR has no authority to make any changes to the terms and conditions of the contract.

If the items delivered are in compliance with the terms, conditions and specifications of the contract, the items will be accepted, and the contractor can proceed with invoicing.

If the items delivered are not in compliance with the terms, conditions and specifications of the contract, the COR will immediately notify the CO and items will be rejected. In the event items are rejected, the CO will notify the contractor in writing within 5 business days of the inspection. The contractor shall have 5-10 business days after notification to correct the deficiencies and deliver the items at no cost to the government.

5.0 Invoicing

All contractor invoices shall be submitted via the Invoice Processing Platform (IPP) using contract line item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through IPP. Invoices not submitted via IPP shall not be accepted or paid.

6.0 Payment

Full payment shall not be a condition for delivering the items required in the contract.

The items will be paid in full once the Government receives, inspects, and accepts all the items requested in the contract.

7.0 Warranty

The items shall include a manufacturer warranty against manufacturing defects and workmanship for a period of at least one year.

8.0 Taxes

The federal government is exempt from taxes when purchasing through contracts and orders.
