Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

1. Request for an Individual NMR Waiver: This acquisition is designated as a Total Small Business Set-Aside under NAICS 334118, which triggers the SBA Nonmanufacturer Rule (NMR).

However, the salient characteristics specify proprietary, brand-name hardware from large business manufacturers (such as Cisco Meraki and TRENDnet) for which no active SBA class waiver exists under this specific NAICS code. Because small business primes cannot manufacture these items domestically, we kindly request that the Agency submit a request to the SBA for an Individual Contract Waiver. Providing an individual waiver for this solicitation will allow qualified small business Primes to legally source these specific brand-name components from large business distributors, maximizing competitive, compliant small business participation.

1. Response: The government added equal to salient characteristics. This requirement was not meant to be brand name only.

2. Product Specifications: Are alternative manufacturers permissible if they meet or exceed the exact technical capabilities and dimensions outlined in the Salient Characteristics document, or is this a strict brand-name-only requirement for Cisco Meraki and TRENDnet components?

1. Yes, the government will allow equal to or better.

3. Delivery Schedule Coordination: Given the strict prohibition on partial shipments across the 9 distinct island locations in Southeast Alaska, will the Government allow for a single, centralized inspection at a primary mainland staging hub prior to final barge/freight delivery, or must inspection and acceptance occur exclusively at each individual Ranger District destination?

1. Due to the challenges of shipping to the locations the government requires inspection and acceptance at the individual locations.

4. This notice appears to be limited to an equipment and supplies purchase solicitation with no requests for installation, implementation, or sustainment services following the parts acquisition.

Can you please advise if any or all of the follow up service-related functions are anticipated to be self-performed by USDA-FS personnel or if they will eventually be requested through a secondary follow-up solicitation?

1. The government intends on installing purchased equipment itself. There is currently no plan to have a request for follow-up installation services.
