Vault Toilet Pumping Contract Specifications Guidelines
This document is a specification guideline prepared by the U.S. Department of Agriculture Forest Service Technology & Development Program for preparing vault toilet pumping service contracts. It establishes standardized requirements for contractors providing pumping services at vault toilets located in forests nationwide.
The contractor must furnish on-call toilet pumping services including all equipment, labor, supervision, transportation, operating supplies, pump wash-down, recharge, cleanup, disinfection, and waste disposal in accordance with state and federal regulations. Service requests are initiated by the Contracting Officer's Representative (COR) via phone, FAX, or other means, with written confirmation required within 24 hours. The contractor must complete required servicing within 72 hours (excluding weekends and Sundays) of initial notification. Standard service hours are 8 A.M. to 5 P.M., though emergency services may be scheduled outside these hours by mutual agreement. Each work order must guarantee servicing of at least two vaults, one vault and one pit, or four portable toilets as a minimum.
Technical specifications require the contractor to furnish a tank truck capable of reversing the suction process, a water truck, a 4-inch minimum suction hose with appropriate attachments, pressure washer system, and approved disinfectant. The contractor must follow detailed pumping procedures based on vault configuration (flat or sloped bottoms), properly contain and dispose of all waste in accordance with federal, state, and local regulations with COR approval of disposal sites. The contractor is responsible for preventing spillage, maintaining a leak-proof container system, thoroughly cleaning and disinfecting all contaminated areas, and ensuring toilets are available for immediate use upon completion. All equipment must comply with local and county regulations, and the contractor bears all costs for waste disposal and associated fees.
